Ancient impact seems to have created Vesta-sourced debris in the region. By accident or on purpose possibly I3/ATLAS perturbed some asteroid belt rocks and dragged them or knocked them toward Earth. If an intelligence sent a probe to scout our solar system and had marked out a planet, Earth, as having intelligent beings on it - then sending rocks at its atmosphere might be a way to probe for level of advancement, say what kind of planetary defense is in place against impacts from space rocks.
