THE OBJECT

On March 16, 3I/ATLAS crossed into Jupiter’s Hill sphere. The gravitational boundary where the largest planet in the solar system takes over from the Sun.

It was the most important moment in the object’s entire passage. Every prediction we had on the record came due at once.

Then the data stopped.

Twenty-eight briefings got us to that date. Fifty-seven anomalies. Five falsifiable predictions, published in THE VERDICT: the production field holds in weak sunlight, the thrust shifts again, the jets return, the brightness breaks its fade curve, the chemistry reconfigures. We wrote that if the object went dark and slipped through clean, we would print that too. We meant it. We never got the chance.

The preprint stream had run for nine straight months. Observation papers. Theory papers. A flood. We documented what happened next in THE PUBLICATION GAP: within days of Jupiter, it fell to zero. Not a slow quarter. A wall, on a date.

That was March. It is June. The wall is still up.

Read that slowly. An interstellar object reached the richest observation point in its journey, and three months later not one new dataset exists in public. So we will not tell you it sailed past Jupiter and faded quietly into the dark. We cannot see it. Neither can you.

What everyone repeats instead is that the trajectory is “consistent with a comet.” That phrase comes from one place. NASA JPL’s official orbit. It is built on 782 observations. There are 7,578 available. JPL kept one in ten and left the rest on the floor.

We showed what the missing nine-tenths hold in THE CURATED ORBIT. Run the full dataset and a sideways force appears, as strong as the push straight off the Sun. A steering signature. It lives in all the data. It vanishes only in the official version. The comet trajectory is not a measurement. It is a selection.

The label survives one other way. By ignoring the fifty-seven anomalies we logged before Jupiter ever happened. Water rising thousands of kilometers off the nucleus. The dead ice-grain theory. Exhaust pointed one way. Chemistry firing in stages. Dust that scatters like metal, not ice. The model was already breaking on the way in. Jupiter was the test. The results have been classified by absence.

We do not know what 3I/ATLAS did at Jupiter. That is the most honest sentence we can write. It is also the most alarming. We were promised the answer. It never came.

THE BOARD

The data that would answer that question is classified observation of an anomalous interstellar object. That is exactly the kind of data a newly revealed arm of the government now exists to manage.

In the first briefing we went looking. For a charter. For a Federal Register notice. For one agency, any agency, willing to say the body Loeb described was real. We found none of it. We said so.

Three days later, the record moved. Not through Loeb’s blog. Through a reporter.

On June 16, Christopher Sharp of Liberation Times reported that an official from the Office of the Director of National Intelligence confirmed it on the record. The government has stood up a new interagency body. The UAP Governance Board. To support the President’s transparency directive, ODNI, the FBI, and the Department of War established it to coordinate UAP work across the military, law enforcement, the intelligence community, and the civilian agencies.

This is the thing Loeb’s post pointed at and never produced. A named body. A sourced existence. An official willing to describe it to a journalist.

Sharp quoted the charter. The mission: address national-security threats from UAP, integrate the interagency processes that feed the All-Domain Anomaly Resolution Office, and assist in the timely coordinated declassification of UAP information under Executive Order 13526.

Read that mission twice. It is not a mission to find out whether the objects are alien. It is a mission to manage the problem they create inside the government. Threat. Process. The orderly release of classified material.

The board met for the first time on June 15.

THE PLACEMENT

Sharp reported one more thing. The board is supported by outside advisory groups. Liberation Times understands Loeb’s UAP Science Advisory Council is one of them.

Loeb says the same. In a follow-up Q&A on June 17, he laid out the structure from the inside. The council reports up to the Governance Board. The board takes advice from the council and other committees. He describes the board’s mission in nearly the ODNI official’s words.

Two descriptions of one arrangement. One from a government official, through a reporter. One from the chairman himself. They match.

That settles the seam we flagged in part one. Loeb wrote he was tasked by the White House, AARO, ODNI, the FBI, and the intelligence community to build the council. The ODNI official said the board was founded by ODNI, the FBI, and the Department of War. Those are not rival claims about one body. One names the authorities that asked Loeb to assemble a council. The other names the agencies that founded the board it answers to. The follow-up closes the gap. It does not widen it.

The record has moved. In part one the council floated free, sourced to one man. Now the charter exists, it belongs to the board, and the official and the chairman describe Loeb’s group the same way. One of the board’s outside advisory inputs.

THE BUILDING

Now set the object beside the board.

The artificial-origin reading of 3I/ATLAS never made it through the front door of the institutions built to weigh it. An editor told Loeb to cut the hypothesis from his own paper before it could run. NASA edited its near-Earth-object database within a day of a challenging result. JPL filtered the orbit down to one observation in ten, and the steering signal shrank to noise. A NASA satellite went dark through the key window. The largest publisher on Earth printed almost nothing. We mapped the whole architecture in THE SUPPRESSION GRADIENT.

The hypothesis has no way into the journals. The data has no way out of the agencies. Both are inside. Both are held.

Now the man.

Avi Loeb carried the artificial-origin reading longer and louder than anyone alive. He is the scientist an editor ordered to delete his own conclusion. This week he sits on the science council advising the federal board whose charter mission is the coordinated declassification of UAP information. By his own account, and the ODNI official’s.

Hold those two facts in one hand. The data that would settle 3I/ATLAS is the exact category that board exists to release. The man who could not get the question published now advises the body that controls the door.

This is the arc. The hypothesis did not get out. The data did not get out. The man got in.

He went from outside every wall to a seat beside the one door the answer could come through. Maybe he forces it open. Maybe a seat at the table is how the most stubborn man at the gate gets brought inside, where stubborn men are managed. We do not know yet. We know the object is gone. We know the predictions are unanswered. We know its loudest interpreter just walked into the room where the data is kept.

THE MANDATE

In part one we flagged the tell. Loeb titled his announcement “Keeping Our Eyes on the Orbs, Not the Audience.” Then he built a council half of which is not pointed at the orbs. Two psychologists. A communicator. An anthropologist. A professional skeptic. A philosopher of science. That is not the build of a team assembled to find out what the objects are. It is the build of a team assembled for the day the public is told.

The board’s charter sharpens the read. Its mission is not discovery. It is threat assessment, process integration for AARO, and coordinated declassification. A science group feeding that mission would be weighted toward exactly what Loeb chose. Data handling, yes. But also psychology. Communication. The study of how people absorb a shock.

Read the non-detection seats as functions and the fit hardens. Omer Eldadi designs how a paradigm-breaking finding gets announced; his published work is a graduated disclosure protocol, not a single reveal. Vilhauer models how the public reacts to it. Howard delivers it. Skafish reads what it does to the culture. Shermer screens the weak claims before they reach the board. Cleland rules on what counts as a real anomaly. Half this council finds and measures. The other half judges, interprets, and tells.

Loeb’s own follow-up fits the same shape. Asked what the council offers national security, he does not lead with aliens. He leads with the prosaic case. If the orbs are adversarial human technology, that is a serious breach. He reaches for the Chinese spy balloon. He reaches for the image of one ant in the kitchen meaning more are on the way. He stresses the council works only with unclassified data. That is a chairman describing a body built to manage a national-security and information problem. Which is what the board above it is chartered to do.

And the public-preparation function is not our inference. Liberation Times reported on May 30 that White House and defense officials had sought advice on how to prepare the public for a possible announcement about UAP and non-human intelligence. Two weeks before Loeb’s council surfaced. When a government is independently reported to be working on how to tell the public something, and the science group attached to its new UAP board is one-third psychologists and communicators, the composition stops looking like an oversight. It starts looking like a brief.

THE THIRTEENTH

The roster does the one thing it has done since June 13. It moves.

Part one published eleven names. The post named twelve soon after. The addition was Carol Cleland, a philosopher of science at the University of Colorado Boulder whose whole career is the question of how science recognizes a real anomaly. One of the strongest picks on the list, seated in her own field.

Then the post named thirteen. The newest addition is not a working scientist. Ben Lamm is the co-founder and CEO of Colossal Biosciences, the de-extinction company building woolly mammoths and dire wolves out of edited genomes. Serial tech entrepreneur. Former founder of the AI firm Hypergiant. Fellow of the Explorers Club. Member of the Planetary Society’s advisory board. He runs a private company carrying a paper valuation bigger than several publicly traded defense contractors, north of ten billion dollars. Loeb seats him for oceanography and biology.

Lamm is accomplished. He is also a biotech entrepreneur, not a working ocean scientist, and his arrival shows how this roster is built. Less an appointment process. More a network.

And it does not only grow. It churns. Loeb’s June 17 follow-up lists twelve, not thirteen. It keeps Lamm. It quietly drops Regina Sarmiento, who still appears on the main announcement post. Twelve or thirteen, on the same day, depending which post you read.

A chartered federal board does not move like that. It changes by amended charter, on the record. We still have not seen a Federal Register notice for the council. Or a public charter for it in the GSA advisory-committee database, as distinct from the board. Or a membership list from any agency, rather than from Loeb. The board is documented. The council’s roster is drawn by one hand. Neither is an accusation. Both are just where the record stands.

THE SENTINEL ASSESSMENT:

Part one asked if the council was real. We could not confirm it, and we said so. Part two has the answer, and it is stranger than yes or no. The government built something. It built a board, not a council. Chartered for threat assessment and declassification, not discovery. Founded by ODNI, the FBI, and the Department of War. Loeb’s science council is one of several outside groups that advise it. The ODNI official and Loeb describe it the same way. We are not going to call that a contradiction. It is a real place to sit, and a meaningful one.

What stays worth watching is the shape. A council built audience-heavy, attached to a board whose job includes timing what the public is told. A roster that will not hold still across its own chairman’s posts. And a man at the center who pressed the artificial-origin reading of 3I/ATLAS from outside every institution that holds the data, until an editor told him to delete it from his own paper. The object reached Jupiter. The data went dark. The dataset that would test it never came out. He now advises the board chartered to coordinate exactly that release. Disclosure, vindication, or something quieter, the man has walked into the building. We are watching whether the data follows.

The board is real. The charter exists. Loeb has a seat. We can source all of it.

What we cannot source is the one thing that started this publication. What 3I/ATLAS did at Jupiter. Three months on, the answer has not come. If the object is gone, the data went with it, into a building its loudest interpreter just walked inside.

THE WEEK

This was the loudest week the disclosure beat has produced since we launched the series.

The White House stood up a formal scientific body to study Unidentified Anomalous Phenomena and placed a Harvard astrophysicist with direct ties to one of our signals at the head of it. The government released its third batch of declassified files, and the timing of that release landed squarely inside a prediction market window we had been tracking. A long-running forensic thread on our publishing side closed out. And on the equity board, the materials leadership we flagged two weeks ago did not just continue, it accelerated into fresh record highs.

For nine issues the prediction market section has been a quiet tracking feature. This week it had its first real resolution event. We walk through it below.

Below: the council and why it touches a signal, the file release and the market leg it resolves, the two signals that just got contractually braided together, and the open call status across all seven signals.

THE COUNCIL

On June 12 and 13, Avi Loeb announced that the White House, the All-Domain Anomaly Resolution Office, the Office of the Director of National Intelligence, the FBI, and the broader intelligence community had asked him to assemble and chair a new UAP Science Advisory Council. The stated purpose is to bring scientific rigor to the study of anomalous phenomena, with an emphasis on collecting and analyzing high-quality data rather than relitigating old material. The announcement landed the same day as the third file release.

Loeb leads the Galileo Project at Harvard. The Galileo Project is the connective tissue to S-05 [ARCHITECTURE]. When we opened that signal, we traced the propulsion-geometry thesis of an interstellar object to Frank Laukien, the chief executive of Bruker (NASDAQ: BRKR) and a Galileo Project co-founder. THE ANNOUNCEMENT

On June 13, 2026, Avi Loeb published a post announcing a new “UAP Science Advisory Council” to the United States government. He says he was tasked over the prior week by the White House, the All-domain Anomaly Resolution Office, the Office of the Director of National Intelligence, the FBI, and other members of the Intelligence Community to assemble and lead a research team. His stated aim is sober: build better sensors and AI tools so the Pentagon can tell whether the objects near its strategic sites are adversary drones, balloons, or something stranger. The post named five when it went up: Richard Cloete and Regina Sarmiento on data and AI, Matthew Szydagis on instrumentation, Devesh Nandal on numerical analysis, and Omer Eldadi on data and human psychology.

Then it grew. In the days that followed, while reporters and this publication were putting questions to him about the council, Loeb expanded the same post to eleven. The six he added: Garry Nolan on material science, Tim Gallaudet on oceanography, Peter Skafish on anthropology, Michael Shermer on “studying anomalies,” Jennice Vilhauer on quantitative psychology, and Ross Howard on communication. He calls the full group an amazing A-team of exceptional scientists.

It did not land in a vacuum. The day before, on June 12, the Department of War published the third tranche of the Presidential Unsealing and Reporting System for UAP Encounters, the disclosure program we have tracked since its launch. Steven Spielberg released a film about disclosure that same June 12. The PURSUE portal has now been hit more times than the combined populations of China and the United States: over 1.7 billion times since May 8. Loeb announced his council the next day. The timing was not subtle.

We have a standing interest in this story. Our reading of 3I/ATLAS is built in part on the scientific framework Loeb has spent a decade defending, and we have documented every PURSUE release in sequence. Loeb is also the scientist whose artificial-origin hypothesis for 3I/ATLAS we tracked being held out of the peer-reviewed literature in THE PUBLICATION GAP: the handling editor who told him to delete the hypothesis as the price of acceptance, the largest academic publisher on Earth producing almost nothing on the object. So when the man at the center of that framework, and at the center of that gatekeeping, announces a full roster and a government mandate, we do the obvious thing. We look up every name.

THE DETECTORS

Two of the eleven are Loeb’s own Galileo Project postdocs, assigned to data analysis and management with AI tools. On paper, this is the most natural pairing on the roster, because they already do exactly this together.

Dr. Richard Cloete is a computer scientist, originally from Cape Town, who holds the Laukien-ʻOumuamua Postdoctoral Research Fellowship at the Center for Astrophysics. Before Harvard he earned a PhD in interactive remote rendering at Newcastle, built cloud data pipelines in the private sector, and worked on the auditability of emerging technologies at Cambridge. Inside Galileo he architects the machine-learning pipeline that does the unglamorous core job of UAP science: separating birds, drones, balloons, and aircraft from the genuine outliers. The system uses a YOLO object-detection model for rapid tagging and a tracking algorithm to reconstruct each flight path, and he built a synthetic-data generator to train it on the rare, fast edge cases that real footage almost never captures.

Dr. Regina Sarmiento came to Galileo from the Instituto de Astrofísica de Canarias in Tenerife, where her PhD applied deep learning to infer how galaxies assemble. Her co-authored work appears in Nature Astronomy. At Galileo she built the triangulation method that turns two cameras into a rangefinder: by syncing timestamps across infrared cameras placed roughly ten kilometers apart, the team can pin an object’s distance to within ten percent, close enough to call a passing jet’s range the way a surveyor calls a property line. The discipline of the approach showed when she caught an object appearing to fly an impossible zig-zag at 5.6 kilometers. Rather than reach for an exotic conclusion, she proved the motion was a software artifact produced when camera data briefly dropped out. That instinct, to assume the sensor before the spaceship, is the single most valuable habit a UAP analyst can have.

Their joint work anchors the Galileo Project’s peer-reviewed commissioning paper, which ran a five-month census that logged roughly half a million aerial objects, the population of a mid-sized American city, every one tracked and sorted. The team calibrated its eight-camera infrared array against live aircraft transponder data, a method designed to strip out the wishful bias that has historically wrecked amateur UAP work. The filter flagged about eighty thousand tracks as unusual. Patient review cut that to one hundred forty-four genuine question marks, which the authors then declined to call anomalous, noting they were most likely mundane and simply could not be resolved without more data. That restraint is the point.

THE INSTRUMENT

Prof. Matthew Szydagis holds the instrumentation and data-collection seat, and he is the most heavily credentialed experimentalist on the roster. He is an associate professor of physics at the University at Albany with a PhD from the University of Chicago, and his day job is hunting dark matter. He is the developer of NEST, a simulation toolkit that models how particles register in liquid-xenon detectors and is used across the leading dark-matter experiments, and a co-inventor of the “snowball chamber,” a detector that triggers crystallization in supercooled water when a particle passes through. He has more than a hundred peer-reviewed papers behind him.

The skill transfers cleanly. Pulling a real signal out of overwhelming background noise is the entire problem in dark-matter physics, and it is the entire problem in UAP work too. Szydagis co-founded the UAlbany effort behind UAPx and built C-TAP, a tool that does pixel-by-pixel subtraction across infrared frames, pairing the machine with human review to tell a true thermal target from sensor noise. That work produced a peer-reviewed paper in Progress in Aerospace Sciences documenting a field expedition that recorded six hundred hours of infrared video, the equivalent of running a camera around the clock for most of a month, and resolved nearly every anomaly to a prosaic cause. The program is now permanently endowed at UAlbany. Rejecting noise is the entire job. It has been his career.

THE MODELER

Dr. Devesh Nandal is the theorist, assigned to numerical analysis and astrophysics, and we will be straight about the fit. He is a serious computational astrophysicist. He earned his PhD on the Geneva stellar-evolution code, holds a Swiss National Science Foundation fellowship at the Center for Astrophysics, and is the lead author on a run of high-profile results modeling the first stars: he showed that the chemical fingerprints in an early galaxy match primordial “monster stars” weighing a thousand to ten thousand times the Sun, work published in the Astrophysical Journal and its Letters.

What he is not is a UAP researcher. His relevance to this council is methodological rather than topical. He brings first-principles numerical modeling, the ability to take a claimed kinematic profile and test whether the physics actually permits it. On a team whose job is to evaluate whether an object’s behavior truly exceeds known engineering, having someone who models extreme physical systems for a living is defensible. But his inclusion is the clearest signal of how this roster came together: from Loeb’s own orbit. Three of the eleven are his postdocs or fellows. Around them sit a Galileo affiliate, a frequent co-author, a podcaster who has interviewed him, and several figures from the same small UAP-advocacy world. This was not an open call. It was a contact list.

THE PSYCHOLOGIST

Dr. Omer Eldadi is the unusual pick among the original names. He is not a physicist. He is a researcher at Reichman University in Israel with a doctorate in psychology, a former naval officer who served as deputy commander of a frigate in the Israeli navy before turning to the study of how people process information under pressure. Loeb assigned him to data management, AI, and human psychology.

Eldadi’s recent work is squarely about the thing this council exists to manage. With Loeb and Gershon Tenenbaum he authored a framework on scientific “paradigm resistance,” arguing that institutions reflexively reject paradigm-breaking evidence and that the lag from discovery to acceptance runs about two decades. He built the Adaptive Communication Framework, a protocol for how a government and a scientific community would actually tell the public if a technosignature were ever confirmed. It rejects a single binary “we are not alone” announcement in favor of graduated messaging, and it explicitly calls for pre-positioning authentic content to blunt the synthetic-media and algorithmic chaos that would follow. He also co-developed the Loeb Scale, a zero-to-ten classification for interstellar objects modeled on the asteroid-hazard Torino Scale. On that scale, 3I/ATLAS, the object this publication has covered across dozens of briefings, sits at Level 4: potential technosignature.

A council that includes a specialist in managing public reaction is a council that is at least thinking about the day after a confirmation, not just the detection itself. And he is not the only such seat, as the full roster makes clear. Whether that is foresight or presumption depends on what you think the council expects to find.

THE ADMIRAL

Gallaudet is the most senior figure on the roster, and he announced his own seat before Loeb’s full list went public.

Retired Rear Admiral Tim Gallaudet announced that the White House had approved his membership. A career oceanographer with a doctorate from Scripps, he served as Oceanographer of the Navy, Superintendent of the U.S. Naval Observatory, and acting Administrator of NOAA. He is a Galileo Project affiliate and currently sits on the White House Ocean Research Advisory Panel. By his account, Loeb asked the White House to add an oceanographer, on the logic that UAP are reported under the water as well as in the air, and the White House agreed.

Two things make this matter beyond the headcount. He brings the one domain the others did not: the ocean, and the transmedium and undersea objects that have driven Navy reporting for a decade. And he is the only member who has run a federal agency. He led NOAA and sits on a White House advisory panel as of this writing. On paper, he is the most natural fit of anyone on the roster.

His statement also did something Loeb’s did not. It named the White House, directly, as having approved a seat on the council.

THE REST OF THE BENCH

Five more names fill out the eleven, and they are where the council stops looking like a sensor team. We have read enough to place each. The full forensic profiles come in part two.

Garry Nolan is the biggest scientific name on the list. A Stanford professor better known for immunology and as the founder of multiple biotech companies, he has spent years on the UAP question, and Loeb seats him for material science: the analysis of physical samples said to come from anomalous craft. If the council ever gets a fragment to test, it goes to Nolan.

Peter Skafish is an anthropologist and philosopher associated with the Sol Foundation, a UAP-focused think tank. His seat, anthropology, is about what contact would mean for human culture, not about detecting anything.

Michael Shermer is the seat that stops you. He is a professional skeptic, founder of Skeptic magazine, a man who built a career debunking the kind of claims this council exists to examine. Loeb lists his expertise as “studying anomalies.” A debunker on a disclosure-advisory council is either a guarantee of rigor or a hedge against embarrassment, and which one it is depends on whose account you believe.

Jennice Vilhauer is a psychologist seated for quantitative psychology. She is the second psychologist on the council, after Eldadi.

Ross Howard holds the communication seat. He is a science communicator and podcaster who has interviewed Loeb. His job, by the council’s own description, is the audience.

THE MAP

Strip away the paperwork question for a moment and ask a narrower one: do these skills match what AARO has said it needs? For part of the roster, the answer is clearly yes.

In November 2024, AARO Director Jon Kosloski testified to the Senate Armed Services Subcommittee on Emerging Threats and Capabilities that scaling the office’s work requires bolstering the quantity, quality, and diversity of the data it collects, and that closing domain-awareness gaps means deploying organic sensor capability. He described a prototype multi-sensor architecture called Gremlin, built by the Georgia Tech Research Institute, that fuses electro-optical and infrared cameras, radar, and radio-frequency monitoring.

The hard-science seats map onto that cleanly. Szydagis has field-deployed exactly that kind of multi-sensor mix. Cloete and Sarmiento triage and triangulate the data it produces. Nandal models whether a flight path is physically possible. Nolan tests materials. Gallaudet covers the ocean, the one domain the others miss. Six of the eleven are built to detect, measure, and explain objects. That half of the council is a genuine sensor-science team.

The other half is not. Eldadi works on human psychology and the management of paradigm-breaking news. Vilhauer is a second psychologist. Ross Howard is a communicator. Skafish is an anthropologist. Shermer is a professional skeptic. Five of the eleven seats are pointed not at the objects but at the audience: how people will receive a finding, interpret it, argue about it, and be told.

That is the tell, and Loeb wrote it himself. He titled the announcement “Keeping Our Eyes on the Orbs, Not the Audience.” Then he built a council nearly half of which is staffed for the audience. This is not sinister. Managing public reaction to a paradigm-breaking discovery is precisely what Eldadi’s published work argues a responsible institution must do in advance. But it tells you what kind of body this is. It is not only a team assembled to find out what the objects are. It is, in large part, a team assembled for the day the public is told. Whatever it expects to find, it is staffing for the reaction.

THE RECORD

The roster is no longer in question. Loeb has now published all eleven names himself. What remains in question is everything around them: whether the council is a chartered federal body, who in the government stood it up, and whether it carries any authority at all. The names are sourced. The mandate is not.

We asked Loeb directly, before publishing. His reply was a link to his announcement post, which by then he had quietly expanded from five names to eleven. He answered the question of who is on the council by publishing the roster. He did not answer the others. No word on the council’s legal form, its charter, or whether any member holds a security clearance.

Here is what that normally looks like when it is real. When NASA convened outside scientists to study UAP in 2022, the body was chartered under the Federal Advisory Committee Act, the law that governs how the executive branch takes formal advice from non-government experts. It was announced by agency press release. Its meetings were noticed in advance in the Federal Register. Its sixteen members were chosen from eighty applicants, filed financial disclosures, and answered to a named Designated Federal Official. It delivered a public report on September 14, 2023. Transparency was the entire design.

Against that benchmark, the official record for this council is empty. As of this writing there is no charter in the General Services Administration’s advisory-committee database, no Federal Register notice, and no confirmation from the White House, ODNI, AARO, the Department of War, or the FBI. Loeb has named the entire council. The government has confirmed none of it.

We are not going to tell you that means it does not exist, because the empty record is consistent with more than one explanation. Loeb describes a tasking that came together over a single week, and a body that new would not yet appear in a chartering database that lags by weeks regardless. Not every arrangement by which the government takes scientific advice is a chartered FACA committee, either. A research team brought on by contract, or individuals giving advice in their own capacity rather than as a consensus panel, would never generate a public charter at all. The absence of paperwork today is what you would see if the council were overstated, and also what you would see if it were a real arrangement that is one week old or structured to sit outside the FACA process. We cannot yet tell those apart, and neither can anyone else working only from what is public.

Gallaudet’s account points toward the informal reading. By his telling, Loeb asked the White House to add him and the White House agreed. That is how an ad hoc advisory relationship grows. A chartered committee expands by amended charter, not by request. It may still be real. It is not, on this evidence, formal.

A few smaller items sit in the same unverified column. The council’s funding and jurisdiction are undefined. Advising the Intelligence Community on classified sensor data normally requires security clearances, and apart from Gallaudet, a retired flag officer, there is no public indication of who holds one. And four members hold international affiliations or origins: Swiss-funded, Israeli and a former naval officer, South African, and Spanish. For a body said to advise U.S. intelligence agencies, ordinary vetting questions follow. These are open questions, not accusations. Global collaboration is the norm in science, and none of it reflects on anyone’s competence, which is not in doubt.

THE SENTINEL ASSESSMENT: Two things are true at once, and the publication that flattens either one is lying to you. The first is that the people on this council are real and accomplished, and the hard-science half of it maps cleanly onto problems the Pentagon has said out loud it needs help with. The second is that the council, as an official body, is described entirely by the man who says he leads it. Loeb has published all eleven names. No charter, no notice, no word from any of the agencies he says appointed him. The roster is verified. The mandate behind it is not. And the shape of the roster, half of it built for the audience rather than the objects, is its own quiet answer to the question of what this council is for. We will update when the government confirms any of it. If it never does, that will tell us something too.

UPDATE, June 15: Since this briefing went to press, Loeb revised the roster again, adding a twelfth member, philosopher of science Carol Cleland of the University of Colorado Boulder, assigned to anomaly identification. We profile her in Part Two. The list has now changed three times in two days. We are tracking it as a moving target rather than re-cutting this briefing on every edit.

We read every name on the list. The bench is real. The mandate is the one thing still missing from the official record.

THE RELEASE

This morning the Department of War published the third tranche of declassified UAP records at war.gov/UFO. The archive has now taken more than 1.7 billion hits since it opened five weeks ago, roughly the population of China clicking through a government UFO library in a month.

The count this time: 53 documents, 10 images, six videos, and three NASA audio recordings. We mirrored the full set within the hour.

One thing separates Release 03 from the first two. The first two drops were built on military sensor footage, gun-camera infrared and targeting-pod video. This one leads with sworn civilian testimony and federal law-enforcement material. Four of the six videos are handheld eyewitness recordings. Two more are FBI digital recreations of an event reported by federal agents. The government is no longer just showing you what its sensors saw. It is showing you what its own people swore to.

THE REEL

We pulled every video in the release, all nine files, and assembled them into a single uninterrupted supercut. It is live now on The Sentinel Network™ YouTube channel.

Total runtime is two hours and 46 minutes, longer than most feature films. Chapter markers jump to each individual clip, so you can skip straight to the orbs or sit through the whole record in order. We added nothing but those chapter markers and our standard bumper. The footage itself is unedited public-domain U.S. Government work, cropped by the FBI in one case to protect a private citizen’s identity and otherwise untouched. No narration. No enhancement. No commentary laid over the top. The point is to let you see exactly what the government released, in one place, without the algorithm burying eight of the nine clips.

The individual files go up across the day as standalone uploads. The supercut is the fast way to see all of it now.

THE FOOTAGE

The four eyewitness videos all come from the same sparsely populated stretch of the northeastern United States, recorded between 2021 and 2025. The FBI assessed the witnesses as highly credible.

In “Triangle Orbs” (2021), a single intense light near the horizon resolves into multiple points turning around each other. In “Red Orb Rotation” (2022), two red sources hang stationary while the lower one slowly rotates around the upper. In “Orbs Over the Pond” (2024), a plasma-like sphere hovers above a pond about half a mile out, changing shape and splitting into smaller points, and holds position for roughly 45 minutes, longer than most police helicopter sorties, before vanishing without a sound. In “Northeastern Orb Sighting” (2025), a homeowner and their spouse watch two red spheres with white plasma centers rise, move westward in tandem as though tethered, and merge.

The remaining two videos are different. They are FBI digital recreations of an event with no eyewitness footage, because of where it happened.

THE WITNESSES

Over two days in October 2023, five United States federal law-enforcement special agents reported unidentified anomalous phenomena near a sensitive national security site in the western United States. Their accounts are preserved in the release as five separate sworn narrative statements. The All-domain Anomaly Resolution Office logged the case, worked it, and as of June 2026 still lists it as unresolved.

Federal agents do not file five corroborating statements lightly, and the government does not commission artistic reconstructions of events it has explained. We have seen this shape before. The senior intelligence officer narrative in Release 02, the one that left a flight crew “virtually speechless,” described orange orbs over a mountain test range. This is the same category of witness, the same kind of site, the same refusal to close the file. That thread is the spine of the forensic breakdown we are writing now.

THE TAPES

The three NASA audio recordings are the historical counterweight to the modern footage.

Two are Apollo 16 scientific debriefings from Houston. In the first, principal investigators walk the crews through preliminary results and note an unreported “flash” observation beginning at 25:15. In the second, while discussing correlations between data sets, a voice offers an off-hand line at 32:41: “Could be an alien starbase or something, I don’t know.” It is a throwaway remark in a technical meeting, which is exactly what makes it worth hearing.

The third tape is older still. In November 1962, Walter Cronkite asked Mercury astronaut Gordon Cooper what he made of UFOs. Cooper answered that a large number of exceptionally well-qualified people had seen objects with no logical explanation, and that there may be other planets with livable atmospheres and life of their own. Sixty-four years later the Department of War filed that interview under the same program as the orb footage.

THE RECORD

The documents are where the next briefing lives, and they reach back further than the videos. Release 03 includes a 1949 U.S. Army “Flying Saucer Study” prepared for the Plans and Operations Division of the General Staff, a direct sibling to the 1949 Los Alamos material we have already documented. It includes the 1952 CIA Scientific Advisory Panel report, the Robertson Panel, the foundational document of the modern debunking era. It includes a full Colorado Springs case file from 2022, FBI interview forms and an intelligence-community analysis, from the home of NORAD and U.S. Space Command.

We are reading all of it. The full forensic breakdown is in progress.

For now, the footage is public, and it is in one place.

THE SENTINEL ASSESSMENT:

The first two PURSUE releases let the government hide behind its instruments. Blurry infrared, unnamed platforms, sensor artifacts the skeptics could wave away. Release 03 removes that exit. Four of these videos were shot by civilians who handed their phones to the FBI and were judged credible. Two more reconstruct an event that five federal law-enforcement agents reported at a national security site and that AARO cannot close. The pattern that runs from the 1949 Army study to a flight crew left speechless in 2025 does not break here. It gains five more sworn witnesses. THE PROMISE

In THE MISSING BIN, we told you three things.

We told you the most important filter in the Breakthrough Listen pipeline, the step that separates a real signal from a passing satellite, had never run on the 3I/ATLAS data in our reproduction. We told you the standard search tool is structurally blind to a signal that sits still in frequency, the exact signal a probe matched to Earth at closest approach would send. And we told you we would build the tools to do both, run them on every file in the dataset, and report what they found. No matter what.

We ran them for three weeks.

This is what came back.

THE METHOD

Two searches. The same data. Both built to ask one question from two directions: is anything in this recording coming from the object, and not from the sky full of machines around it?

The data was Breakthrough Listen’s raw recording of 3I/ATLAS from the Green Bank Telescope, the largest fully steerable dish on Earth, pulled straight from their public archive. Four radio bands, spanning roughly 1 to 12 gigahertz. Four hundred thirty-one files. Stack them as Blu-ray discs and the pile reaches your knee: 5.2 terabytes, and we processed every byte across 163 hours of computation, a full working month folded into three weeks.

The first search was the cadence filter, the step we caught failing silently last time. The Green Bank dish does not simply stare at a target. It nods. Three minutes locked on the object, three minutes swung off to a patch of empty sky beside it, three times over. The logic is the foundation of the entire field. A signal coming from the object is there in the on looks and gone in the off looks. A satellite, a radar, a cell tower, a stray reflection is there in all of them. Compare the two, throw out everything that appears in both, and what remains behaves like it is coming from the thing you are pointed at. We ran it correctly this time, the files grouped properly by band and by receiver, across all seventy-two cadences in the dataset.

The second search was the one the standard tool cannot perform at all. turboSETI, the software every major SETI program runs, hunts for signals that slide in frequency over time. A transmitter on a moving body produces that slide, the radio version of the pitch change you hear as an ambulance passes. But a probe holding station against Earth at closest approach would not slide. It would sit on one frequency, perfectly still, in the one place the algorithm has no slot to look. So we built the search it cannot do. Average each recording down its time axis. A signal sitting still stacks on top of itself and stands up out of the noise. A drifting signal and random static smear flat and sink. Then hold the on-source average against the off-source average, and keep whatever rises on the object and stays gone off it.

Two methods. One question. We let them run.

THE BACKING

Before we show you what survived, you need to know we did not invent the cracks we went looking through. The people who built the pipeline documented them, in print, in peer-reviewed journals.

Start with the threshold. SETI searches, including the 3I/ATLAS work, report that they scan down to a signal-to-noise ratio of 10. That sounds sensitive. It is not as sensitive as it sounds. A 2024 analysis in the Breakthrough Listen literature established that a turboSETI run set to a threshold of 10 is, in practice, only sensitive to signals at a signal-to-noise of roughly 33 or higher. The search announces it can hear a whisper. In reality it only catches a shout. Everything fainter slips through unrecorded, and the published number hides it.

Then the blind spot itself, which is not a bug we imagined but documented procedure. The Breakthrough Listen technosignature search of 97 nearby galaxies, published in a peer-reviewed journal, states the method without flinching: they remove radio interference by discarding signals with a Doppler drift rate of zero. Zero drift, thrown out by design, as standard practice, in the program’s own words. The exact signature of a stationary transmitter, deleted before a human ever sees it.

So this was the ground we stood on, and it was not ours. A search that catches only the loudest signals, and a rule that deletes the stillest ones. Two peer-reviewed papers, written by people inside the field, telling us precisely where the search goes deaf.

We pointed our instruments at exactly those places.

THE SURVIVORS

The cadence filter finished all seventy-two cadences. Thirty-seven signals made it through.

Sit with what that means. Thirty-seven times, something appeared in the data every moment the dish was locked on 3I/ATLAS and vanished the instant it swung away to blank sky. Not interference, which bleeds into every look. Something that behaved exactly the way a transmitter sitting on the object would behave. Thirty-seven candidates cleared the one bar that nothing else in five terabytes could clear.

And then we saw it.

Eleven of the thirty-seven were not scattered across the spectrum. They were stacked together, packed into one narrow stretch of the S band, all on the same receiver. And they were moving. Eleven signals drifting in frequency at nearly the identical rate, between negative 0.19 and negative 0.20 hertz per second, the way a single transmitter on a single moving object drifts as the geometry shifts beneath it. Three of them were loud. One stood nearly seven times above the faintest signal the search can register, far past even the real sensitivity floor those peer-reviewed papers had warned us about.

For a few hours, we let ourselves believe it. A tight cluster, drifting together in lockstep, screaming loud, present on the object and absent off it, still sitting in the data after every filter we could throw at it. That is the signal. That is the thing we had spent three weeks and five terabytes and a month of computation hunting for. And there was a second one to chase. At 11078 megahertz, the same frequency lit up on two separate receivers at the same instant, the kind of coincidence that can mark a genuine source out in the sky rather than a glitch in one machine.

Two candidates. Every reason to lean in.

So we did the only thing the Sentinel knows how to do with a result it desperately wants to be true.

We tried to destroy it.

THE KILL

Every signal in radio astronomy carries an exact frequency, and on Earth every frequency belongs to someone. There is an international registry of who is permitted to broadcast where, band by band, down to the megahertz. It is not a matter of opinion or interpretation. It is the closest thing the radio spectrum has to a deed of ownership.

We took the exact frequency of all thirty-seven survivors, measured to four decimal places, and we looked up every one.

Every single one landed inside a band allocated to satellites or spacecraft.

The beautiful S band cluster, the eleven signals drifting together, the one that reached seven times the noise floor, sits dead inside the space-to-ground telemetry band, the frequencies spacecraft use to phone home. The drift that looked so much like a probe is exactly what a satellite produces as it crosses the sky during a recording. The signals near 1175 and 1203 megahertz sit in the GPS and GLONASS navigation band. The pair near 1620 are Iridium. The one at 1539 is Inmarsat. The 7563 is a military X-band downlink. The 4018 and 4019 are C-band, the same frequencies that pipe satellite television into living rooms. And the 11078 that lit two receivers at once is Ku-band downlink, where a single bright satellite spilling into two beams through the side of the dish produces precisely that double signature.

A frequency inside a satellite band is damning. It is not proof. A band tells you what kind of thing broadcasts there. It does not prove one was overhead in the seconds we were listening. So we went to the orbits.

We pulled the orbital elements for every relevant satellite constellation and computed, for the exact date and the exact hours of the Breakthrough Listen recording, how many satellites of each type stood above the horizon over Green Bank, West Virginia. Give the math an orbit and a timestamp and the geometry is fixed. There is nothing left to argue.

The GPS and GLONASS band, where two clusters landed: fifteen navigation satellites overhead. These constellations exist precisely to guarantee several are always in the sky from any point on Earth.

The Iridium band: five overhead.

The telemetry band that held our screaming cluster, the one we almost believed: more than a thousand active satellites above the horizon at the peak of the pass.

The C-band, Ku-band, X-band, and Inmarsat detections, every one a geostationary service: close to two hundred geostationary satellites parked in continuous view of the dish for every second of the observation. Geostationary satellites do not rise and they do not set. They hang fixed above the equator, and from Green Bank they are simply always there.

The chain closed with no link missing. Right frequency, inside an allocated satellite band. Right kind of transmitter, confirmed by orbital geometry to be above the horizon at the exact moment of the recording. We ran every one of the thirty-seven through both tests.

All thirty-seven fell.

The cluster that drifted together so perfectly was spacecraft telemetry. The signal that lit two beams at once was a television satellite bleeding through the side lobes. The thing we wanted, the thing that looked real for a few hours in the middle of the night, was a machine in orbit. We built the search to be honest, and it was honest with us.

We will state the one limit plainly, because the brand is built on stating limits plainly. This confirms the constellation was overhead, not the individual satellite by serial number. For ruling out a signal from the object, that is enough: the frequencies belong to satellites, and the satellites were there. Naming the specific craft would take a different archive and would change nothing about the answer. The orbital data is public. The code shows exactly how to run the query.

THE BIN

That left the search that mattered most. The zero-drift search. The bin turboSETI cannot see, the one the published methodology throws away on purpose, the one we built an entire tool to pry open.

It ran on all seventy-two cadences. It did not find a beacon.

What it found was the signature of nothing. On band after band, on receivers that share no hardware and no frequency, the count of surviving channels kept landing on the same number. Sixty-four. Then sixty-five. Then sixty-four again. Fourteen separate cadences pinned to exactly sixty-four. A real signal from the sky does not arrive at the identical count on unrelated equipment. That flat, repeating number is the fingerprint of the instrument and the arithmetic itself, the fixed residue the averaging always leaves behind, not anything the object sent.

In the L band, where every cell tower and navigation satellite and aircraft transponder on the continent floods into the receiver at once, the search threw back millions of channels above the threshold. Not millions of signals. The noise floor of the most crowded stretch of spectrum on the planet, breaking the math, which is the very reason the standard pipeline refuses to operate there at all. We flagged those cadences as interference-drowned and set them aside, because that is the honest thing to do with a measurement the method cannot stand behind.

The famous bin. The one the entire architecture is blind to. The one we argued across two briefings might be the single place a stationary probe at closest approach could hide. We opened it and looked straight in.

It was empty.

THE QUIET

Six days before this briefing went out, the institutions arrived at the same silence we had.

On June 3, the SETI Institute announced that its Allen Telescope Array had scanned 3I/ATLAS and found no technosignature, setting an upper limit of roughly 10 to 110 watts, about the draw of a household appliance, on any transmitter on or near the object.

Read it as independent confirmation if you like. We read it as something narrower, and more honest.

The Allen Telescope Array runs the same kind of narrowband drift search as every other SETI instrument on Earth, and like every standard search, it throws away zero drift. It tracks the object using the same JPL ephemeris we showed in THE CURATED ORBIT was built on a sliver of the available observations. When SETI announces a null, it is the same method returning the same nothing, on a different dish, pointed with the same numbers. They did not look in the bin. Until this week, no one had.

We did. And the bin was empty too.

That is the difference between their null and ours, and it is the entire reason this briefing exists. Theirs is the null the method is built to produce, because the method cannot see the one place a still transmitter would sit. Ours is the null you earn only after you go and check that place yourself. The two are not the same result reached twice. One is an incomplete search and the other is a complete one, and they happen to agree.

So we will say it the way we say everything. Plainly.

We did not find a signal from 3I/ATLAS. We ran the filter that had never run, and thirty-seven satellites came back. We built the search the standard tool cannot run, and we opened the bin it is blind to, and inside there was nothing but the hum of the instrument and a sky full of our own machines.

This is a null result. We have filed them before, on purpose, with our names on them. When we tested whether the March fireballs were tied to 3I/ATLAS, the velocity data said no and we published the no. When we tested whether the Eubanks orbit moved the search window, it did not, and we buried our own hypothesis in the same briefing that raised it. We do this because a publication that reports only the findings that flatter its theory is not running an investigation. It is running a sales pitch. The day we bury a quiet sky to keep a story breathing is the day you should close the tab and never come back.

So here is where the arc closes. THE NARROW BAND asked whether SETI had searched 3I/ATLAS the right way. THE MISSING BIN found the gap no one had checked and proved the blind spot was real. THE SWEEP built the tools, ran the search to the end, chased down all thirty-seven survivors, and opened the bin. The gap was real. The search was worth running. And what came back was satellites and silence.

It is not the ending we were hoping for the night that cluster lit up the screen. It is the ending the data gave us, and a true silence in our hands is worth more than a manufactured signal in yours. The method worked. It surfaced thirty-seven real transmitters and then identified every one of them by service and confirmed every one against the orbits. A search that comes back empty, run correctly and reported in full, is still the most complete independent reanalysis of the Breakthrough Listen 3I/ATLAS data that anyone has put on the public record. We are releasing the entire codebase. Run it yourself. Check our thirty-seven. Find the thirty-eighth, if it is there.

The five falsifiable predictions we made for the Jupiter encounter in THE VERDICT still stand on the table, still waiting on data the community has gone quiet about. One radio band coming back silent does not close the watch. The object is still out there.

So are we.

THE SENTINEL ASSESSMENT:

We promised a complete search and we delivered one. The cadence filter that never ran, ran. Thirty-seven signals survived it, eleven of them clustered and drifting together convincingly enough that for a few hours we believed we had a detection. Then we checked every frequency against the international band allocations and every survivor against the orbits, and all thirty-seven resolved to satellites confirmed overhead. The zero-drift bin the standard pipeline discards by published policy, we opened directly. It held an instrumental floor and the roar of a crowded planet. It did not hold a beacon.

We did not take the pipeline’s word for any of it. Two peer-reviewed papers, neither of them ours, set the ground. One shows the standard search at a threshold of 10 only truly hears signals three times louder. The other states in print that zero-drift signals are discarded as standard practice. The search catches only shouts and deletes the stillest voices by design. We built around both limits and looked where they could not.

Six days before us, the SETI Institute reported the same null from the Allen Telescope Array, using the same kind of search, with the same zero-drift exclusion, pointed by the same curated orbit. It is the null the method is built to return. Ours is the null that remains after the gap is closed. The two agree, and the agreement is real, but only one of the two searches actually checked the place a probe would hide. We went looking for a signal and found thirty-seven satellites and a quiet sky. That is the finding, and we are publishing it in full, with the code, because the mission was never to be right about the probe. The mission was to do the work no one else would and report exactly what it showed.

We told you we would run the search. We ran it. We reported the null.

THE WEEK

Last week we reported that the convergence map, which had risen as one block since the series launched in March, had split in two. Materials names making new highs while the naval-nuclear names pulled back.

This week the split picked a direction.

The materials names did not just hold their highs. They extended them. The drone and autonomous-systems name on our watchlist staged one of the sharpest recoveries on the board. And the naval-nuclear names did not bounce. They drifted lower, and one of the defense primes drifted with them. What was a one-week divergence is now a two-week trend with a clear leadership structure: specialty metals and unmanned systems in front, nuclear and shipyards behind.

A correction is also due. One of the three prediction markets we have been tracking restructured itself since last issue, and the number we have been citing is no longer the number on the board. We fix it below.

THE SORT

The leaders first.

Carpenter Technology (NYSE: CRS) closed at $492.55 on June 8, up from $460.91 a week earlier and pressing against its 52-week high of $500.16. The superalloy proxy we traced through the Mondaloy patent chain is now the single strongest performer on the board, and the move has been relentless rather than spiky. The fiscal Q3 print remains the engine: record revenue, a 35.6% segment operating margin, and a raised full-year outlook. Insiders have sold into the strength, which is worth noting but has not broken the trend.

THE PROMISE

A government that tells you it will have answers in a week and a half has started a clock. We can read a clock.

On April 15, Fox News correspondent Peter Doocy asked White House Press Secretary Karoline Leavitt a question that did not come from a briefing book. Ten American scientists, he said, had died or vanished since mid-2024, all of them reportedly cleared for nuclear or aerospace work, and he wanted to know whether anyone was checking to see if the cases were connected. Leavitt said she would look into it.

The next day the same question reached President Donald Trump. Trump said he had just come out of a meeting on the subject, called it serious, and set a deadline in plain language. He hoped it was random, he said, but the country was going to know one way or the other in the next week and a half.

On April 17, Leavitt made it official. The administration was working with the FBI and every relevant agency to review the cases of the missing and dead scientists together and look for any commonality among them. No stone would be left unturned. The White House, Leavitt promised, would provide updates when it had them.

That is the moment the clock started. A week and a half was the commitment. By the time you are reading this, the silence is into its eighth week.

THE DEMAND

The legislative branch moved faster than the executive, and louder.

On April 20, the House Committee on Oversight and Government Reform sent four identical letters to the people who run the FBI, the Department of Energy, the Department of War, and NASA. The signers were Chairman James Comer of Kentucky and Representative Eric Burlison of Missouri, who chairs the subcommittee on economic growth and energy policy. The language was not cautious. If the public reporting was accurate, they wrote, these deaths and disappearances might represent a grave threat to national security and to the personnel who hold the nation’s scientific secrets.

In public, the two chairmen went further than their own letters. Comer told a television audience that the pattern was unlikely to be a coincidence and that something sinister could be happening. Burlison said the cases carried the hallmarks of a foreign operation. These were not anonymous online theories. These were sitting members of Congress with subpoena power, describing a possible coordinated campaign against American scientists.

The letters closed with a hard date. Each agency was to deliver a staff-level briefing as soon as possible, and no later than April 27.

There was already a tell in the file. Four days before the letters went out, committee staff had asked the Department of War the preliminary version of the question, and the Department had answered that there were no active national security investigations of any missing person who was a current or former clearance holder involved in special access programs. Parse that sentence and it dissolves in the hand. It is true the way a locked door is true. It says nothing about whether the people were cleared, whether they had access, or whether anyone was looking. It says only that the Department had drawn its own jurisdictional perimeter narrowly enough to exclude every name in the file. The committee called the answer unsatisfactory. It was. It was also a preview.

Then, on April 29, FBI Director Kash Patel added a third clock to the board. The bureau was reviewing the state and local cases, he said, reaching out to partners, pulling the threads together. A report would follow in short order. He used the word “shortly.” He also did something more interesting, which we will return to: Patel started managing expectations downward, noting that some of the people being discussed were not even scientists, and that the bureau was, in his words, just trying to do its homework.

Three promises were now on the record. A president’s deadline. A committee’s deadline. An FBI report its own director called homework.

THE SILENCE

Here is what arrived.

We went looking for the deliverables, the way we go looking for anything: by pulling the public record and reading it. We checked the committee’s published output. We checked the FBI’s public statements. We checked the White House podium. We checked the agencies the letters were sent to.

The April 27 briefing deadline passed. There is no public confirmation that any of the four agencies delivered the briefing, no readout, no committee statement announcing compliance, no authorized leak describing what was said. Trump’s week and a half and the committee’s hard deadline came due within days of each other, at the very end of April. Neither produced anything the public can read.

The President’s deadline passed the same way. The White House has issued no further public update on the review since the day it was announced. The most recent words from the executive branch on the subject remain the promise itself.

The FBI report promised in short order has not appeared. As of today it has not been released, not referenced in congressional testimony, not described by the bureau in any public statement we can find. The most recent substantive word from the FBI is that it was spearheading the effort, and the promise to produce a report on it.

We want to be precise about what this does and does not prove, because precision is the only thing that separates us from the people who fill silence with whatever they fear. The absence of a public report is not proof that no work is being done. Classified reviews are, by design, invisible. Chris Swecker, a former FBI assistant director, made exactly this point to the press: if the bureau is genuinely investigating sensitive cases, the public should not be hearing about it. That is a fair caution, and we record it.

But it cuts only so far. The government did not promise a classified review conducted in silence. It promised, on camera, at the podium, in writing to Congress, that it would tell the public what it found. Three separate commitments to transparency, from Trump, the FBI, and a congressional committee, on three separate clocks. All three ran out. A promise of updates that produces no updates is itself a finding. It tells you the urgency was real enough to announce and not real enough to sustain.

THE PIVOT

Attention is the one resource a congressional committee cannot fake. You can see where it goes, because the docket is public.

After April 27, the committee that had called these deaths a grave national security threat issued no further public action on them. No second letter. No subpoena. No hearing. No statement noting that the agencies had blown the deadline. The file did not escalate. It stopped.

The same committee remained extremely busy. In the weeks that followed it opened or advanced inquiries on a parade of other subjects, and on May 22 it launched a high-profile investigation into insider trading on the prediction-market platforms Polymarket and Kalshi, complete with document-demand letters to both chief executives and a media tour to announce it. We hold no brief on whether prediction-market insider trading deserves scrutiny. It may. The point is narrower and it is a matter of record: a committee that told the country something sinister might be happening to its scientists found the bandwidth, in the same window, to chase betting markets, and did not find the bandwidth to send a single follow-up letter about the missing and dead scientists.

The bureau that promised the report was busy too. Patel, who said a report was coming shortly, spent the following weeks fighting a personal battle of his own, defending himself at a May budget hearing against allegations that had nothing to do with the scientists. We take no position on them. What is not in dispute is where the bureau’s public energy went in the weeks after the homework was promised. It went to defending the man who promised it.

This is the texture of the silence. It is not the silence of an institution heads-down at work. It is the silence of institutions that moved on.

THE DISCIPLINE

Before we go one step further, a confession of method, because the next section requires you to trust that we are not the thing we are routinely mistaken for.

We are constantly lumped in with the people who see a body and assume an assassin. We understand why. We track a list of dead and missing defense-adjacent personnel, and a list like that attracts pattern-seekers the way a flame attracts moths. So let us show you, rather than tell you, what we actually do with the list.

Four days ago we published THE WALK. Melissa Casias, a 53-year-old Los Alamos National Laboratory employee we had documented in THE LONG COUNT and THE BLIND SPOT, was found in the Carson National Forest after nearly a year missing. The online speculation said she was taken. We read the evidence and it pointed the other way: a fabricated reason to be alone, both of her phones factory-reset and left on the kitchen table, a packed bag, a walk on foot into country she knew as a hunter, a documented background of financial crisis. New Mexico State Police themselves said the evidence suggested she may have left on her own. So we removed her from our own watchlist, in writing, in the same place we had raised her. We wrote that a pattern is only as credible as the names its authors are willing to take off it.

We tell you this now because it is the license for everything that follows. When the evidence in a case turns ordinary, we say so out loud, even when it shrinks the story. That is precisely why the argument we are about to make is not a conspiracy theory. We have just demonstrated that we will dismantle our own pattern when the facts require it. Now watch us do the same thing to the argument being used against the entire inquiry.

THE RECKONING

As the government went quiet, the press got loud. And it pointed in one direction. CNN traced how the story traveled from the fringe to the White House. NBC ran the same arc. The story picked up its own Wikipedia entry, filed under conspiracy theory. The heavy weapon was a single number.

Roughly two hundred thousand adults are reported missing in America every year. Tens of thousands of people work nuclear-adjacent jobs. Run those two facts across a few years, the argument goes, and a handful of strange deaths is not a signal. It is the background noise of a big country. The mind finds the deaths, draws a circle around them, and calls the circle a plot. There is a name for the habit. Apophenia. Seeing patterns that aren’t there.

The math is real. We are not going to insult it. Large populations throw off coincidences. People do see faces in clouds. A publication that waved this away would be the exact crank the skeptics are describing.

So we won’t wave it away. We will do to it what we did to Melissa Casias: not ask whether it sounds right, ask which facts it actually fits.

The haystack is the wrong size. The two hundred thousand does all the work in the skeptics’ math, and it is the wrong number. Almost everyone in it is home within days. Runaways, family fights, the briefly confused. The people who walk into thin air and are never seen again are a sliver of that total. The big number fills stadiums. The real one would not fill a room. And the workforce is not “tens of thousands of nuclear employees.” It is the few hundred people who hold compartmented clearances inside a handful of specialties: propulsion metallurgy, fusion plasma, orbital sensors, planetary defense. The entire global community that works on how to deflect an asteroid would not fill a lecture hall. It is a couple hundred people. Shrink the haystack from a nation to a lecture hall, and “expected” stops being a word anyone gets to use.

A base rate counts bodies. It cannot read them. A frequency tells you how many. It says nothing about how. It cannot explain Freddy Snyder, found on Caltech astrophysicist Carl Grillmair’s property with a loaded rifle, his charges dismissed eleven days before he came back and shot Grillmair dead on his own porch. It cannot explain the gunman who carried out a mass shooting at Brown University the day before he assassinated MIT fusion physicist Nuno Loureiro. It cannot explain three Air Force Research Laboratory personnel dead in one night, counterintelligence on the case, no motive released for months. It cannot explain Major General William Neil McCasland, once executive secretary of the Pentagon’s Special Access Program Oversight Committee, walking out of his house and leaving his phone, his glasses, and his wearables on the table. Grant the rate in full. Concede the count is ordinary. Not one of those facts moves an inch. The number measures how many. You cannot point it at how. Saying so is not conspiracy. It is arithmetic.

The test they keep citing was never run. The sharper skeptics know the count alone proves nothing, so they reach for the real tool. To know whether the cluster means anything, you fill in four boxes: the cleared who died, the cleared who lived, the uncleared who died, the uncleared who lived. Fill them in and the pattern might dissolve. They are right that this is the test. Nobody has run it. They are citing the shape of an analysis without the data to perform one. Name the test, skip the test, print the conclusion.

The study that would settle it is the one the government promised. This is where the argument folds back on itself. The rigorous review the skeptics keep gesturing at, the narrow reference class, the four boxes filled, is not a rebuttal to this investigation. It is the FBI’s homework. Patel’s own word, on camera. The thing that would end the argument is the thing that was promised and never delivered.

A base rate is an actuarial table. It tells you how many house fires a city this size should expect in a year. It cannot tell you whether the one that burned down your house was an accident or arson. That question needs an investigator on the scene. The country was promised the investigator. The country is still waiting.

So we will ask the question the debunkers and the government have both left lying on the floor. Where is it?

The skeptics have a favorite precedent, and it does not do what they think. In the 1980s a cluster of British defense scientists died under strange circumstances. The Marconi deaths. The textbook debunked panic, they say. Look closer. Two dozen dead. No official finding. A file that closed from exhaustion, not from an answer. The case they hold up to prove these things are always nothing is a case that turned out to be neither nothing nor something. It turned out to be quiet. The way this one is going quiet.

THE RESIDUAL

So discount everything that deserves discounting. Grant the base rate. Accept that some of these cases have ordinary explanations. We took one off our own list days ago and meant it.

Here is what survives the discount.

There are still cleared Americans unaccounted for. McCasland is still missing. Monica Reza, who co-invented Mondaloy, the nickel-based superalloy behind America’s replacement for Russian rocket engines, and was working at NASA’s Jet Propulsion Laboratory when she vanished, is still missing. We connected her to McCasland through that program ourselves: her alloy, his budget, their shared mentor, all three on it at the same time. These are not pattern-stacking inferences. They are open cases with no bodies and no answers, and the government promised the public a reckoning with them and delivered a press release followed by quiet.

And there is the oldest name in the file, which is the one that should haunt anyone who thinks the silence is new. We documented him in THE WITNESS: Matthew Sullivan, an Air Force intelligence officer scheduled to testify to Congress, dead within two weeks of being scheduled. His case had already produced an Intelligence Community Inspector General finding of credible and urgent. It had been referred to the FBI. A sitting congressman had sent a follow-up letter. And then nothing happened. That was before any of this reached the podium. The machine we are watching go quiet in 2026 went quiet on Sullivan first. This is not the first time the government promised to look and then stopped talking. It is the pattern that sits underneath the pattern.

THE SENTINEL ASSESSMENT:

We are not asserting that these deaths are connected. We have spent this entire briefing refusing to assert it. The connection is an open question. What is no longer an open question is institutional behavior. On the record, on three separate clocks, President Trump, FBI Director Kash Patel, and the House Oversight Committee promised the American public that they would determine whether their scientists are being killed, and then all three stopped saying anything, while the press declared the question closed and the one committee still working pivoted to prediction markets. The tool everyone agrees would actually settle the matter, a rigorous case-by-case review, is the precise deliverable that was promised and never produced. That is the anomaly this briefing documents. Not the deaths, which may yet prove ordinary. The silence, which is already proven, and which is its own kind of answer.

THE CONFIRMATION

On May 28, a hiker walking the McGaffey Ridge area of the Carson National Forest found human remains, and a handgun lying beside them. Two days later, on the night of Saturday, May 30, the New Mexico State Police confirmed what two families had been bracing for since the previous evening. The Office of the Medical Investigator had positively identified the remains as Melissa Casias, the Los Alamos National Laboratory administrative assistant who was last seen walking toward that same forest from a Talpa highway on the afternoon of June 26, 2025.

The cause and manner of her death have not been determined. The remains will undergo further anthropological examination. The investigation, state police say, remains active and ongoing.

Her niece, Jazmin McMillen, confirmed the identification on the family’s Facebook page. The remains, she wrote, were found in an area that had been searched before. The family intends to keep pursuing answers. New Mexico State Police extended their condolences to the Casias and Mondragon families.

We are writing about Melissa Casias because we have written about her before, and because we owe our readers the update. In THE LONG COUNT and THE BLIND SPOT, we placed her case inside the New Mexico defense corridor, alongside Anthony Chavez and Maj. Gen. William Neil McCasland. We documented her. We did not add her to the list. This briefing is about why that distinction mattered, and what the evidence now says.

WHAT WE SAID

When we documented Casias, we were explicit about the limit of what we could claim. We will quote our own caution back to ourselves now, because today it is the part of the record that matters most.

We are not yet asserting Casias belongs on the same list as the AFRL cluster. Her role was administrative, not scientific. The family believes she left voluntarily under severe personal and financial stress. That theory is plausible.

We then listed the reasons that theory did not, by itself, close the case: the badge discrepancy her own daughter flagged on camera, the disputed pretext for leaving a secure facility, the factory-reset of a government-managed device before she walked into the wilderness. Those were real questions. We said the investigation was ongoing, and that we would report what we verified.

We also pushed back then on the “just an administrative assistant” framing the early coverage settled on. Department of Energy records placed Casias on the Northern New Mexico Citizens’ Advisory Board for Environmental Management, named in the board’s own May 2022 meeting minutes and still on the roster of its May 2023 recommendation to DOE, and we documented it. That detail was real, and it stays in the record. But it was always a reason to ask about her access. It was never evidence about how she died. The scene speaks to how she died. The advisory board does not.

We are now reporting what we verified.

THE SIGNATURE THAT WASN’T

In THE BLIND SPOT, we laid four corridor cases side by side and named the one thing they shared: a signature. Personal effects left behind. Negative searches. No confirmed sighting. No body. The same two words, four times: never found.

Melissa Casias is the first of those cases to be found. And in being found, her case has begun to separate from the others.

Walk the morning of June 26, 2025, again, because the sequence is the argument.

She drove her husband Mark to Los Alamos at about 6:15 a.m. and, by his account to NBC’s Dateline, badged onto the site with her own credential. She returned home and told her daughter Sierra she had forgotten her access badge and would work from home. Mark later pointed out the problem with that: you must show a badge to enter the lab, and it is always the driver who shows it. “She showed her badge.” The badge story was not true. Under a theory of abduction, that fabrication is inexplicable. Under a theory of voluntary departure, it is a cover story to secure a day alone and a vehicle.

Both of her phones, the personal one and the government-issued one, were factory-reset and left inside the house. A person who intends to disappear wipes her own devices. A third party is far more likely to take or destroy a phone than to reset it to factory settings and set it back down on the kitchen table.

She was carrying a backpack on the surveillance footage that captured her walking eastbound on NM-518 toward the national forest. Sierra believed her mother may have taken a toothbrush, a hair iron, and other personal items, and noted that her own most recent paycheck had been left untouched beside loose cash. These are the indicators of someone who packed.

And she walked, on foot, into terrain she knew. Casias was an avid hunter and an archery competitor, an experienced outdoorswoman who understood that country. She was found inside that forest, with a handgun beside her.

Then there is motive. Her husband told reporters she may have been under intense stress tied to financial issues, and relatives have since described heavy financial strain in the period before she vanished, strain that her daughter has said the family did not fully see at the time. Her husband and daughter believed she had left on her own, possibly under that stress. “She bottles things up,” Sierra said. Note the irony that sits at the center of this case. A former FBI assistant director told the press her clearance and her access may have made her a target. Read the other way, the same facts describe a cleared employee under private financial pressure, the most ordinary motive there is, and the one her own family reached for first.

Before the remains were found, New Mexico State Police told Dateline that the evidence they had gathered suggested Casias may have left on her own, while adding that they had not ruled out foul play. The handgun recovered beside her does not contradict that read. The cause and manner of death are officially undetermined, and we will not print a conclusion the Medical Investigator has not reached. But honesty requires naming the direction the evidence points. It points toward a woman who arranged to be alone, severed her own digital life, packed a bag, and walked into country she knew. It points home, not away.

WHAT REMAINS OPEN

Intellectual honesty cuts in both directions, and there are threads we will not pretend are closed.

The blue Dodge truck. A witness on NM-518 reported a blue Dodge truck following Casias as she walked, then saw the truck but no sign of her when he turned back. The account was disputed within the family because the witness’s clothing description did not match what she was wearing. It was never resolved.

“An area previously searched.” That is the family’s own phrasing. Most often it reflects how nearly impossible remote wilderness is to search, rather than anything sinister, but it is a fair question, and the anthropological examination may speak to it.

Her plans. Friends told Dateline she had a lake trip planned for that weekend and intended to help her mother through a knee surgery the following week. Those are the standard counterweight to a self-inflicted-death reading, and we record them as such.

The handgun. Whose it was, and whether it was registered to her or to her household, is not public.

The federal footprint. The family said the FBI and the Department of Homeland Security had become involved, and the FBI has since said it is coordinating with the Department of Energy and other partners on the broader set of cases. A cleared employee wiping a government device is sufficient to explain federal interest in her own case, but we note it anyway.

We do not resolve these here. We flag them, and we wait for the Medical Investigator.

THE LIST

So here is the editorial decision, stated plainly, because our readers are owed a clear answer rather than a hedge.

Based on what is now known, we are removing Melissa Casias from the active ATTRITION corridor watchlist, pending the Office of the Medical Investigator’s final determination of cause and manner.

We never added her to the list in the first place. We documented her, we kept the file open, and we told you in writing that we were not asserting she belonged. The evidence that has arrived since does not strengthen the case for the pattern. It weakens it. The right thing to do with a name when the evidence turns ordinary is to say so out loud, in the same place we raised it.

A pattern is only as credible as the names its authors are willing to take off it. We are taking this one off.

THE PATTERN HOLDS

Removing one name is not abandoning the beat, and we want to be precise about what does not change.

In April, the U.S. House Oversight Committee announced an investigation into unconfirmed public reporting on the disappearance and death of individuals with access to sensitive U.S. scientific information. Chairman James Comer and Rep. Eric Burlison wrote that public reports “raise questions about a possible sinister connection” among a string of cases dating to 2023. The Santa Fe New Mexican counts Casias among four people in New Mexico, and ten nationwide, whose cases have drawn that scrutiny. The committee itself called the reporting it is reviewing unconfirmed. In each of the four New Mexico cases, authorities have not reported any evidence of foul play or any connection among them. That is the language of an open question, not a finding. So is ours.

Two things can be true at the same time. The institutions that should be looking at the category as a category are, for the first time, beginning to look. And this particular case, the one we held at arm’s length from the very start, appears to be resolving toward the ordinary and the tragic. Holding both of those at once, without forcing either, is the entire discipline of this series.

THE SENTINEL ASSESSMENT:

Melissa Casias is the first of the New Mexico corridor disappearances to be found. The Office of the Medical Investigator has identified her remains. The cause and manner of her death are undetermined, and we are not asserting one. But the verifiable record describes a woman who fabricated a reason to be alone, factory-reset both of her phones including a government device, carried a packed bag on foot into a forest she knew as a hunter, and was found there with a handgun beside her, against a documented background of financial crisis. New Mexico State Police themselves said the evidence suggested she may have left on her own. That is not the signature of the pattern we have been documenting. It is the signature of a private catastrophe. We placed her case beside the corridor. We never placed her on the list. And on the evidence available today, we are removing her from the watchlist. The pattern does not require her. The honesty of the pattern requires that we say so.

THE RETURN

On May 8, eleven astronomers led by Damien Hutsemékers at the University of Liège in Belgium published the most complete observational record of iron and nickel emission from 3I/ATLAS ever assembled.

Iron and nickel show up in many comets. They have never shown up at the distances 3I/ATLAS was showing them. The Belgian team built an explanation for that anomaly in their first paper on the object. Paper II is the defense.

Read the conclusions section and the defense is in trouble.

Twelve high-resolution observations. Eleven weeks. From the orbit of Mars out to the inner edge of the asteroid belt. By the team’s own description, the most exhaustive record of cometary metal emission ever published.

From the paper’s own conclusions section, verbatim: “the comet has already been heated, resulting in the depletion of the most volatile species from the upper layers.”

In plain terms: 3I/ATLAS’s surface was cooked before it got here. The easy-to-evaporate compounds are gone from the top. What remains is buried beneath a processed crust.

That is not the description of a pristine comet. That is the description of a body whose original surface has already been weathered away.

Three concessions hold the model together.

The source of the chemistry had to be moved below the surface.

A hand-fitted heat patch had to be added to the team’s model at exactly the temperature they needed.

The two compounds the explanation proposes as the source of the metals have never been directly detected in any comet. Not in 3I/ATLAS. Not in any solar system comet. Not even in comet 67P/Churyumov-Gerasimenko after two years of orbital observation by the Rosetta spacecraft.

The Liège observations stop on February 22 at 4.35 astronomical units from the Sun. The closest approach to Jupiter was on March 16. We will come back to that gap. It matters.

THE SENTINEL ASSESSMENT:

Eleven authors. Twelve observations. Three concessions. A Belgian team defending 3I/ATLAS as a pristine interstellar comet just published data that says its surface was cooked before it arrived. Their words. Not ours.

THE TWO TEAMS

Two teams. Two instruments. Two continents. Same finding.

The Liège team measured the iron and nickel coming off 3I/ATLAS for eleven weeks as it moved away from the Sun. They expected symmetric behavior on each side of closest approach. Closer to the Sun, more activity. Further from the Sun, less. Inbound and outbound should mirror each other.

They got the opposite.

The fade-out as the comet moved away from the Sun was slower than the ramp-up had been on the way in. Iron faded slower than nickel. The comet burned hotter on the way out than on the way in.

This was not a Liège-only finding.

The Chinese Academy of Sciences team had already measured the same lopsided pattern. We covered their result in THE ANCIENT ENGINE. Their campaign ran from the Yunnan Observatories in southern China. Two ground telescopes. December 2, 2025 to January 20, 2026. Lower-resolution measurements. Wider wavelength coverage. Different geographic vantage. Same conclusion. The fade-out after closest approach was slower than the ramp-up before it.

Liège acknowledges the Chinese measurements directly. Iron numbers in excellent agreement. Nickel numbers different by about a factor of two. Lopsidedness confirmed in both datasets.

Two teams. Two instruments. Two methodologies. One confirmed finding.

Liège has something the Chinese team did not. Precision. Their instrument can separate the individual chemical fingerprints of iron and nickel that the Chinese telescopes saw as a blur. That precision tracks the nickel-to-iron ratio across twelve specific points in the orbit.

The ratio is the cleaner number. Before closest approach: extreme. Near closest approach: normal. After closest approach: still normal.

The comet did not start ordinary and become weird. It started weird, became ordinary near closest approach, and stayed ordinary on the way out.

That trajectory is what you would expect if something was being depleted.

THE SENTINEL ASSESSMENT:

The metals chemistry of 3I/ATLAS broke at perihelion. Two independent teams using two instruments confirmed it. The chemistry leg of THE VERDICT is more strongly evidenced today than at any point since March 17.

THE DEPTH

The Liège team built a full temperature model of 3I/ATLAS. Every depth below the surface. Every distance from the Sun. Eleven weeks of observations. Then they fit the model to the measured iron and nickel data.

The fit failed at the surface.

A standard comet has ice on the surface. Sunlight heats the ice. The ice turns directly to gas. The gas carries chemistry with it into the comet’s atmosphere. Surface temperature has a well-understood relationship to distance from the Sun, refined for half a century. Closer is hotter. Further is colder.

The Liège model predicted surface temperatures too cold to release enough of the carbonyl compounds to match the metals actually observed. Their conclusion in Paper II: “the sublimation could occur below the surface of the nucleus.” Sublimation is the technical term for ice turning directly to gas. The conclusion translates: the chemistry is not happening on the surface. It is happening underneath.

So they moved the source layer down.

Five centimeters or deeper after closest approach. The required depth grows as the comet moves further from the Sun.

Then comes the strange part. Nickel carbonyl boils at a lower temperature than iron carbonyl. It is the easier of the two to evaporate. In a comet warmed by the Sun, the easier-to-evaporate compound should be the one coming off the top.

Liège’s model says the opposite. The nickel is being sourced from deeper than the iron.

Read that sentence twice. The easier-to-evaporate compound is the one buried deeper.

A pristine comet cannot produce this pattern. Pristine means frozen since formation, with everything spread evenly throughout the nucleus. Warm it with sunlight. The volatile compounds come off the top first. They have to. That’s where the heat is.

There is only one way to get the inverted picture Liège is measuring: the volatile compounds near the top are already gone. They were burned off in some earlier heating event. What the telescope sees now is what survived. What survived was deep enough to escape the burn.

Think of the high-tide line on a beach. The footprints below the high-tide line get erased. The footprints above it survive. If a beachcomber arrived hours later and asked “where can I find footprints,” the answer would not be “near the water.” It would be “above where the water reached.” Not because anyone moved them. Because the shallow ones are gone.

That is the architecture of 3I/ATLAS’s upper layers. The volatile compounds near the top are not missing because they moved. They are missing because they were destroyed. The depth where the chemistry now starts is the depth where it survived.

The team is explicit about what this means. Their own words: “the comet has already been heated, resulting in the depletion of the most volatile species from the upper layers.”

In plain terms: 3I’s surface was cooked before it got here. The easy-to-evaporate stuff is gone from the top. What remains is buried beneath a processed crust.

The cooking happened before 3I got here. We have observed every part of its passage through our solar system. The depleted-from-the-top pattern was already there in the earliest measurements. The processing happened somewhere else, sometime else, before 3I/ATLAS entered our system.

In October, Maggiolo et al. modeled exactly this outcome. Galactic cosmic ray bombardment of an interstellar object over billions of years. The model predicts that long-duration cosmic ray exposure breaks down the volatile chemistry in the upper meters of the nucleus. Simpler breakdown products including carbon dioxide accumulate near the surface. The original ices, including the most volatile compounds, are preserved deeper, where the cosmic rays cannot reach.

The Belgian team did not cite Maggiolo. They did not invoke cosmic rays. They built a model around carbonyl chemistry.

The data forced them to the same conclusion anyway.

Two completely different physical mechanisms. Two completely different chemical pathways. Two completely different inputs. One layered architecture.

THE SENTINEL ASSESSMENT:

The Liège team could not fit their data with surface chemistry. Their model demanded a body with volatile species depleted from the upper layers and preserved at depth. Their own words. Not ours. The same layered architecture Maggiolo predicted from cosmic ray chemistry. The same architecture we have been describing since October. Two mechanisms. One picture.

THE GAUSSIAN

The Liège temperature model failed on one observation.

Before closest approach to the Sun, the nickel-to-iron ratio in 3I/ATLAS was not just elevated. It was extreme. Their thermal profiles could not produce that ratio under any standard assumption. The temperatures at depth were too cold to release the right amount of the nickel-carrying compound.

So they cheated.

They needed a hotter source. The standard physics would not give them one. So they invented one and bolted it onto the model.

Their formula: ΔT(K) = 10 × exp[−((T − 120)/20)²].

Three numbers. Ten Kelvin of extra heat. Centered at 120 Kelvin. A bell curve 20 Kelvin wide on each side. Every number hand-picked. Every number chosen to make the math produce the ratio the data already showed.

Picture a chef whose oven thermometer reads 350 but whose cake is burning. Instead of recalibrating the oven, the chef draws a hot zone on the thermometer at 425 degrees and says: there, that is where my cake actually is. Then writes a recipe around it.

The cake is the data. The oven is the model. The hot zone is the Belgian team’s formula.

Physics produces parameters. The Liège team produced the parameters first. Then went looking for the physics.

The team offers physical justification. The 100-140 Kelvin temperature window matches the temperature at which water ice changes its molecular structure. Water ice that forms in deep cold locks into a disordered glass-like state called amorphous ice. Warm it past a threshold. It reorganizes into the regular crystalline ice structure of ordinary frozen water. That reorganization releases heat.

The Liège team suggests this transition could provide a temporary warming burst in exactly the right temperature range. The paper’s own language: the temperature of their additional heat source “roughly corresponds” to the ice transition.

It is a plausible physical mechanism. It is also a hand-tuned knob in a model under pressure. The formula was added first. The physical justification was attached after.

We are not asserting that the ice transition cannot be the right answer.

We are documenting that the model now contains a parameter whose only physical role is to produce the result the data requires.

The data was telling them something. They translated it into a knob.

THE SENTINEL ASSESSMENT:

Ten Kelvin. Centered at 120 Kelvin. Width of 20 Kelvin. Hand-fitted. The numerical parameters were selected first. The physical justification was attached after. This is what model defense looks like when the data is putting pressure on the central hypothesis.

THE COMPOUND

Here is the structural problem with the carbonyl explanation.

Iron and nickel atoms are what the Belgian team’s telescope actually sees in 3I/ATLAS’s atmosphere. Atoms. Individual atoms of iron and nickel, glowing in sunlight.

The carbonyl compounds are something else entirely. They are the proposed parent molecule. The hypothesis says nickel tetracarbonyl and iron pentacarbonyl vaporize from the nucleus, break apart in sunlight, and release the individual atoms the telescope sees. The atoms are observed. The compounds are inferred.

And in fifty years of cometary chemistry, those compounds have never been directly detected in any comet. Not in 3I/ATLAS. Not in any solar system comet. Not in comet 67P/Churyumov-Gerasimenko, the most thoroughly studied comet in human history.

The Rosetta spacecraft orbited 67P for two years. Continuous orbital presence. August 2014 to September 2016. It carried an instrument built to identify every chemical species in the gas around the nucleus. Rosetta produced a comprehensive inventory of 67P’s atmosphere.

It did not detect Ni(CO)₄ or Fe(CO)₅. Two years. Zero readings of the proposed parent molecules.

The Liège team acknowledges this directly in Paper II: “carbonyls have been found in the interstellar medium ... they have not yet been detected in cometary comae, including in comet 67P.”

Then they offer an out. 67P and 3I/ATLAS have different histories. A solar-system comet cycles through the inner solar system many times. An interstellar object passes through once. Different chemistry, the argument goes.

This is a fair argument. It is also a permanent loophole. Any future non-detection in any other comet can be dismissed on the same grounds.

The team leaves themselves a second exit. From the conclusions section, verbatim: “alternative interpretations remain valuable and should also be investigated, such as the release of NiI and FeI atoms into the gas phase from superheated metallic nanoparticles.”

The cited mechanism has nothing to do with carbonyls. Tiny grains of solid metal float in the comet’s atmosphere. Sunlight hits them. They get much hotter than the surrounding gas. The hot grains release iron and nickel atoms directly. No carbonyl compounds required as the parent molecule.

The nanoparticle mechanism does not require sub-surface chemistry. It does not require a hand-fitted heat boost. It does not require carbonyls to exist in cometary chemistry at all.

The Belgian team has been refining the carbonyl explanation for cometary metals since 2021. Paper II is their most detailed application of it yet. And in the same paper, in the conclusions section, they preserve an exit toward a mechanism that makes their parent molecule unnecessary.

That is what model defense looks like when the data is putting pressure on the central hypothesis.

THE SENTINEL ASSESSMENT:

Ni(CO)₄ and Fe(CO)₅. The Belgian team’s proposed parent molecules for the iron and nickel atoms in 3I/ATLAS’s atmosphere. Zero direct detections in any comet, ever. In the conclusions section of their own paper, the team preserved a non-carbonyl alternative as a viable interpretation. The defenders are leaving themselves an exit.

THE GAP

The Liège observations stop on February 22, 2026.

The comet was at 4.35 astronomical units from the Sun. Moving outbound at 57 kilometers per second. The signal was getting weaker but had not gone out. The team had been observing at regular intervals for nearly three months. The most exhaustive record of cometary metals ever assembled. Running actively on the largest optical telescope in the world.

They stopped.

Three weeks and one day later, on March 16, 2026, 3I/ATLAS made its closest approach to Jupiter. We documented the broader publication blackout around the Jupiter encounter in THE PUBLICATION GAP.

Paper II covers nothing past 4.35 astronomical units. There is no spectroscopy from after the Jupiter pass. There is no mention of whether observation was attempted, scheduled, denied, or considered. The ten weeks between the final observation and the publication of Paper II receive zero mention.

Other groups have published in this window. Roth et al. published JWST chemical maps in late March using December data. Biver et al. at IRAM published in April using November data. Ferrín et al. published the orbit-integrated mass budget covered in THE MASS RECEIPT on April 15 using data through January. Shinnaka et al. extended outbound spectroscopy to 2.87 astronomical units at the Subaru telescope on January 7.

Liège had a working instrument. An active program. The most exhaustive metals dataset on a comet’s atmosphere in the field.

They stopped three weeks before Jupiter.

Thirteen weeks later, their next observation has not been published.

We are not asserting that the Liège team was instructed to stop. We have no evidence to support that claim.

We are documenting that the most productive metals-spectroscopy program on an interstellar object in human history went dark immediately before the most consequential gravitational encounter of the entire transit.

And has remained dark.

The forensic question is not whether they were prevented from observing.

The forensic question is what they would have published if they had.

THE SENTINEL ASSESSMENT:

The most productive metals-spectroscopy program on an interstellar object in human history went dark three weeks before Jupiter. Thirteen weeks later it has not come back. The pattern documented in THE PUBLICATION GAP holds at the level of individual research programs. We do not know what observations exist past February 22. We know they have not been published.

Paper II is the most complete record of iron and nickel emission from 3I/ATLAS ever assembled. The architecture it describes is the architecture of a processed, layered, weathered body. The Belgian team built their model to defend a pristine comet. The model now describes something else.

We said in October that 3I has a processed, layered structure. We said in March that the data describes a machine. The Belgian team just confirmed the processed architecture from a completely different chemical pathway.

They are not arguing with us. Their own data is doing the arguing for them.

THE RELEASE

On May 22, 2026, the Department of War published the second tranche of declassified UAP records at war.gov/UFO. We mirrored the entire archive within hours and announced it the same morning in THE MIRROR.

Fifty-eight videos. Six PDF documents. Seven NASA astronaut mission audio recordings. The mainstream coverage led with the Lake Huron F-16 shootdown and the late-2025 intelligence officer narrative about orange orbs chasing fighter jets.

The videos got the press. The six PDFs did not. They should have.

Every single one came from a nuclear weapons complex facility.

THE PATTERN

The six documents in Release 02 cover seventy-seven years. They span the founding of the nuclear weapons program through a present-day Intelligence Community officer’s account. They include both US and Soviet facilities.

The complete inventory:

1. CIA-UAP-D001 (1973): A Central Intelligence Agency HUMINT report on the Sary Shagan Weapons Testing Range, the USSR’s anti-ballistic missile testing range and analogue to White Sands. Source observed a bright green concentric circular object at Site 7 in late summer 1973. Bundled with intelligence on System-75 and System-300 Aldan ABM warheads. Stamped “Approved for Release 2026.”

2. DOE-UAP-D001 (PANTEX, undated): Two photo pages from a six-page “Pantex Unidentified Object Incident Report.” PANTEX is the US nuclear weapons assembly facility in Amarillo, Texas. Pages 5 and 6 contain a ground surveillance radar tower image and Sandia National Labs enhanced photos of the object. Pages 1 through 4, which contain the textual incident description, were withheld under b(3) statutory exemption for UCNI (Unclassified Controlled Nuclear Information).

3. DOE-UAP-D002 (James Tuck, late 1970s): Correspondence from James L. Tuck, Manhattan Project veteran of the British delegation to Los Alamos, founder of LANL’s Project Sherwood (the controlled fusion research program), to the US Army Engineering School at Fort Belvoir. Tuck requested “the recipe that was used for the simulated atomic bomb demonstrations” because he was investigating the “large atmospheric vortices which are produced as reported in the book ‘Scientific Study of Unidentified Flying Objects’ by Dr. Edward U. Condon.”

4. DOE-UAP-D003 (Pajarito Astronomers, May 20, 1986): A newsletter from the Pajarito Astronomers, the amateur astronomy club at Los Alamos National Laboratory. The May 29, 1986 meeting was held at the Ranch Room at Fuller Lodge in the Los Alamos townsite. The guest speaker was Dr. John Warren of LANL’s AT-6 (Accelerator Technology Division-6), presenting on “Why Should a Scientist be Concerned about UFO’s?” The Pentagon’s own description of the document, in the Release 02 manifest, states that “the referenced event was not officially hosted by Los Alamos. The laboratory has no record of the subject matter discussed at the meeting.” The newsletter itself is on Pajarito Astronomers letterhead listing LANL mail stop codes for its officers.

5. DOW-UAP-D017 (Sandia, 1948-1950): A 116-page institutional compilation. The largest document in the release. Its filename references NARA Project Blue Book archive page 374, the start of the conference records range. The Pentagon’s own description says the file contains 209 sightings of “green orbs,” “discs,” and “fireballs” reported near the military base, along with the results of contemporary investigations into residual copper powder found in some areas where sightings occurred. It contains the foundational Office of Special Investigations 17th District record of UAP activity in the New Mexico nuclear weapons region from 1948 through 1950, including the complete trip report from a February 1949 meeting at Los Alamos. We will come back to this one.

6. ODNI-UAP-D001 (USPER, late 2025): A first-person narrative by an unnamed senior US Intelligence Community officer. Authored fresh in Microsoft Word on May 21, 2026. The day before public release. The only document in the set where the underlying record is itself May 21 content rather than a scanned historical record.

The geographic spine: Sandia. Pantex. Los Alamos. The Soviet weapons testing range at Sary Shagan. A modern Intelligence Community officer reporting from a mountain test range that is most plausibly White Sands Missile Range.

This is not a release. This is a curriculum.

THE MEETING

The largest of the six documents contains material that has been visible, in pieces, in the public record for almost thirty years. The conference transcript itself has been on project1947.com since the late 1990s. Wikipedia’s green fireballs entry cites it directly. Robert Hastings, born at Sandia Base in 1950, has been working the FBI and Air Force files on this period for forty years.

What is new is the Pentagon’s institutional stamp on a single packaged 116-page version. And the institutional stamp matters, because the conference attendee list reads like a roll call of the people who built the bomb.

The meeting was held at 1300 hours on 16 February 1949 in Conference Room P-162 at the Los Alamos Scientific Laboratory.

For Los Alamos: Norris Bradbury, Director of Los Alamos National Laboratory. Marshall Holloway. John Manley, LANL Associate Director. Edward Teller, father of the hydrogen bomb. Frederick Reines, who would later share the 1995 Nobel Prize in Physics for the experimental detection of the neutrino. Mr. Hoyt.

For the Atomic Energy Commission, Santa Fe Operations Office: Elmo Morgan and Sidney Newburger. Newburger opened the conference.

For the Armed Forces Special Weapons Project: Commander Richard Mandelkorn, who wrote the trip report.

For the FBI: Mr. Maxwell.

For the Fourth Army: Major William A. Godsoe and Major Winn.

For the USAF: Captain Neef.

For the University of New Mexico: Dr. Lincoln La Paz, the Director of the Institute of Meteoritics.

La Paz characterized the green fireballs by their distinguishing properties. Yellow-green color at approximately 6,200 angstroms. Essentially horizontal path. Constant angular velocity. Approximately two-second duration. No sound. Random path inconsistent with normal meteorite fall. The thirty-plus incidents recorded between December 1948 and February 1949 were “confined to the Los Alamos, Las Vegas, and West Texas triangle.”

Teller took over the discussion. A material object travelling at approximately eight miles per second at eight to ten miles altitude would have a mass on the order of twenty grams, the weight of a wristwatch. The shock wave from an object of that size at that velocity would produce an audible sonic boom out to ten kilometers. No sound has been observed. Therefore, Teller concluded, “they are not material objects passing through the air. We should look to electronics and optics for an explanation rather than in the field of hydrodynamics.”

Bradbury demurred. Said the electronic explanation raised more problems than it solved.

The official conclusion of the meeting, as written by Mandelkorn and stamped onto the Sandia Base institutional record, was not “natural meteors.” That framing came seven years later, in Edward Ruppelt’s 1956 memoir on Project Blue Book, and has dominated the public history ever since. Wikipedia notes it is wrong. Project1947 has hosted the conference transcript online for nearly thirty years. The meeting was held under Project “Grudge”, the predecessor to Project Blue Book.

In THE ROSTER we documented twelve layers of institutional response that anomalous-object investigations consistently trigger. Layer 11 is counterintelligence narrative management: an authoritative voice quietly replaces the original finding with a more palatable one, and the replacement narrative then propagates through every downstream reference for decades. Ruppelt’s “natural meteors” framing did exactly that to the 1949 record. The Pentagon’s Release 02, by republishing the original Mandelkorn trip report, makes the Layer 11 maneuver visible for the first time in the institutional record.

The actual Mandelkorn conclusion: “It is my belief that these phenomena, particularly if there are any further incidents, are deserving of serious consideration until their source and meaning have been satisfactorily explained. Although Mr. Teller’s discussion tends to disprove the hypothesis that guided missiles or informer vehicles are responsible, there is cause for concern of the continued occurrence of unexplainable phenomena of this nature in the vicinity of sensitive installations.”

A footnote: a blue fireball was visible from Sandia at 0530 on 17 February 1949. A yellow-orange cigar-shaped light at 1759, visible until 1806 on 17 February 1949. The morning AND evening AFTER the meeting concluded. A seven-minute observation. The phenomena did not pause for the meeting to end.

THE SENTINEL ASSESSMENT: The meeting transcript has been public for nearly thirty years. The institutional record around it has been visible to FOIA researchers for longer. What is new is the Pentagon putting its publication stamp on the full Mandelkorn trip report and pairing it with five other documents that establish the same pattern reaching to the present. The act of curation IS the editorial signal. Edward Teller, father of the hydrogen bomb, concluded in February 1949 that the green fireballs over the US nuclear weapons complex were not material objects. The Pentagon has just officially published that conclusion. It took seventy-seven years.

THE CONTINUITY

The thirty-year-old transcript was the easy part. The other five documents are the spine.

1973. Sary Shagan, USSR. Soviet anti-ballistic missile testing range. A defector reports a bright green concentric circular phenomenon at Site 7 in late summer 1973. The CIA stamps it CONFIDENTIAL and packages it with technical intelligence on Soviet ABM warhead specifications and rumored laser weapons research. The pattern is bilateral.

Late 1970s. Los Alamos. James Tuck, who designed the explosive lens that triggered the Fat Man plutonium implosion bomb, is in retirement at Los Alamos investigating ball lightning. He writes to the US Army Engineering School at Fort Belvoir asking for the “recipe” used to produce simulated atomic explosions, because the Condon Report had discussed atmospheric vortices as a candidate explanation for UFO observations and he wants to test the hypothesis experimentally. A second letter in the same bundle, dated November 28, discusses the McCampbell UFOLOGY book (1976) and writes that Einstein’s later-career work on unified field theory “was on scent like a bloodhound.” Tuck died in December 1980.

1986. Los Alamos. The Pajarito Astronomers, the LANL amateur astronomy club, holds its May meeting at the Ranch Room at Fuller Lodge. Dr. John Warren, of the lab’s Accelerator Technology Division, presents on why scientists should be concerned about UFOs. The newsletter that announces it carries the LANL mail stop codes that confirm the location is the lab townsite. Robert Oppenheimer himself, in correspondence with Eleanor Roosevelt held at the Library of Congress, described “a tense morning at Los Alamos, atop New Mexico’s remote Pajarito Plateau, when scientists busily creating the world’s first atomic bombs poured out of their laboratories to gaze at a ‘bright object in the sky.’” The Pajarito Plateau is the geographic feature on which Los Alamos sits. The astronomy club’s name carries that continuity.

Modern era. PANTEX. A radar tower image and Sandia-enhanced photos of an unidentified object at the US nuclear weapons assembly facility. The actual narrative is suppressed. The imagery is not.

Late 2025. A mountain test range. A senior US Intelligence Community officer flies a helicopter mission to investigate “loud thuds heard in the mountains” coinciding with UAP sightings over previous nights. They find a cave entrance “with no visible end in sight.” They observe a “super-hot” object on FLIR that “rose from the ground, approached within ten feet of the helicopter, dropped below us, and then sped away.” They hover at 700 feet AGL and witness “countless orange orbs swarming in all directions.” Then a T-formation of four or five orbs above the rotor disk. Then fighter jets entering visual range at 23,000 feet AGL, with the same type of orbs appearing directly above them, “matching the jets’ speed and flight path.” The crew lands “virtually speechless.”

The most plausible geography for that incident, given the combination of weapons testing range, mountains, helicopter operations, and proximity to the documented nuclear weapons facility cluster, is White Sands Missile Range in New Mexico. The Tularosa Basin. The same geography the Mandelkorn report named seventy-six years earlier.

Robert Hastings has documented hundreds of post-1960s incidents at US nuclear weapons facilities from FBI, CIA, and AFOSI files. He has been doing it for forty years. He was born at Sandia Base in May 1950, sixteen months after the Mandelkorn meeting. His thesis, that there is a documentable pattern of UAP activity at nuclear weapons sites going back to the dawn of the nuclear age, has stood entirely on outside-the-gates archival research and veteran interviews.

The Pentagon’s Release 02 is the institutional version of that thesis. Same evidence base. Different publisher of record.

THE RETURN

In THE SKY IS FALLING we documented an anomalous Q1 2026 fireball cluster. The size distribution shift, the sonic boom rate, the high-declination enhancement, the Anthelion source clustering, the residential structure impacts. Eleven fireball events in twenty days across four continents.

When we published, NASA’s “fireball season” framing was inadequate to explain what the American Meteor Society was documenting. The AMS published its own formal statistical analysis on March 25, 2026, rejecting the seasonal explanation. NASA published “It’s Fireball Season“ the next day.

The signal was strongest in a specific event class: green fireballs.

March 19, 2026. A vivid green fireball visible from San Diego to Willits to Carson City, Nevada. 306 reports to the AMS. A second event the same day over California, Nevada, Oregon, and Washington drew 122 reports. Two additional fireballs over Germany the same day.

March 23, 2026. A bright green fireball over Oregon and Northern California, captured on dashcam at 6 a.m.

Same window. A bright green meteor over Sydney, Australia. The fourth continent.

March 17, 2026. The Red Oak, Texas event. The “fireball” zigzagged, changed direction, gained altitude. The AMS and NASA refused to classify it as a meteor. It is not in the AMS verified events catalog.

The 1949 La Paz characterization of green fireballs was: yellow-green color, horizontal path, constant velocity, no sound, random path. The 2026 cluster does not all match that profile. The Houston and Lake Erie events were big bolides with sonic booms, the opposite of the 1949 La Paz “no sound” signature. But some events do match. Red Oak especially. And the green fireball events specifically, by color alone, sit in the same category La Paz was trying to define seventy-seven years ago.

In THE SILENT EDIT we documented that NASA’s CNEOS database, the only global fireball dataset, populated by classified military sensors, was silently edited within 24 hours of Avi Loeb’s interstellar meteor analysis. A single velocity vector sign was flipped. The edit mathematically grounded an interstellar candidate back to a solar system origin. There was no announcement. Loeb caught it through the Wayback Machine.

If the 2026 fireball cluster includes non-meteoric phenomena analogous to 1949, the database needed to verify that has been compromised.

THE TRIANGLE

The Mandelkorn report named the geography. “Los Alamos, Las Vegas, and West Texas triangle.”

Los Alamos is the bomb design lab. The Las Vegas point of the triangle is the geography around what would soon become the Nevada Test Site, the location of every continental US nuclear weapons test from 1951 to 1992. West Texas is PANTEX, where every US nuclear weapon is assembled.

The March 19, 2026 green fireball was visible east to Carson City, Nevada. It overflew the Sierra Nevada, the Great Basin, and the high desert that, two hundred miles south, contains the Nevada Test Site, the Nevada Test and Training Range (the former Nellis Air Force Range), and the Tonopah Test Range operated by Sandia National Laboratories.

The geographic overlap is not perfect. The 1949 events were tightly concentrated in New Mexico and the surrounding region. The 2026 green fireballs are more dispersed: California, Nevada, Oregon, Germany, Australia. But the closest the 2026 cluster has come to the historical 1949 zone is Nevada specifically. And the USPER late-2025 narrative anchors the present-day end of the continuity directly in the New Mexico nuclear weapons complex geography.

The triangle did not vanish. It expanded.

THE PRESENT

The USPER document is the load-bearing piece. It is the only document in Release 02 authored fresh in Microsoft Word for the release itself. It places a senior US Intelligence Community officer’s first-person testimony on the same institutional footing as the 1949 Mandelkorn trip report. It does so by framing the officer as a USPER, US PERson, the technical Intelligence Community legal category that affords constitutional protection in IC collection. The author has the same legal status as a witness in a federal courtroom.

The narrative does not contain green fireballs. It contains orange orbs.

But the color regime is the same family La Paz tried to define in 1949: yellow, orange, green. The behavior pattern is what the 1949 record could not explain. The geography is the same nuclear weapons complex. The institutional packaging is the same kind of trip report.

Across seventy-seven years, the only thing that has changed is who is willing to put it on the record.

THE SENTINEL ASSESSMENT: The Pentagon did not release secret history. It released its own version of a thesis that outside researchers have been documenting from FOIA fragments for four decades. What is new is the institutional act and the curriculum it constructs: from the 1949 Los Alamos meeting where the founders of the US nuclear weapons program concluded green fireballs were not material objects, to a present-tense intelligence officer’s account of orange orbs swarming above a mountain test range. Seventy-seven years of continuity, in one release, during a year when the American Meteor Society has formally documented an anomalous fireball cluster including green fireballs. The pattern Edward Teller could not explain in 1949 is, by every available metric, recurring in 2026. This time, it is on the official record.

THE ROSTER built the twelve-layer suppression gradient as an instrument: a framework that can be pointed retroactively at any anomalous-object investigation to score the institutional response. The 1948-2025 green fireball case fits the framework cleanly. Intelligence classification under Project Grudge. Force deployment from four military commands at a single meeting. Counterintelligence narrative management via Ruppelt’s 1956 memoir. Database manipulation via the 2026 CNEOS edit. Publication blackout across the 77-year gap between the Mandelkorn trip report and its institutional re-release. Disclosure ecosystem silence broken only by Robert Hastings working alone from outside the gates. The methodology exists to be tested. We are testing it.

The pattern was never gone.

Teller saw it. Hastings counted it. The Pentagon just confirmed it.

THE WEEK

The Words

Amy Catherine Eskridge was thirty-four years old. She said it on video. The recording survives. You can watch her say it.

“Hal is actually extremely evil. Lue is evil.”

She named two men. Hal Puthoff. Luis Elizondo. She used the same word twice. She did not hedge. The recording is public.

She said it again, differently, in a private conversation with another scientist at a conference in Huntsville, Alabama.

“Don’t trust Lue. He’s a trained counter-intel agent. It’s his job.”

That second statement was made to Deep Prasad in 2019. Prasad recounted it on camera in September 2025. Both statements were made before her death.

On June 11, 2022, Amy Catherine Eskridge was found in her Huntsville home with a single gunshot wound to the head. The ruling was suicide. The medical examiner has not released a public report. Her own pre-death messages, archived by a former British intelligence officer who corresponded with her, instructed her correspondents not to believe a suicide finding if one was issued.

She named the men she did not trust. One of them is now naming her on national television.

The Architecture

In April we published THE OPERATOR. It documented the man Amy Eskridge warned Deep Prasad about. Twenty years of counterintelligence work. Six insider threats neutralized. Four co-authored national-level policies involving covert action. A 2017 resignation from the Pentagon delivered through a third party of “uncertain provenance” after the author had already cleared his desk, accompanied by three different stated reasons in three days.

It documented the active Space Force contract. Pentagon spokesperson Susan Gough on the record to Liberation Times in August 2022, stating that the man “provides technical advice on a variety of classified topics” for the United States Space Force. Liberation Times’ own background sources reported that the contract relates directly to UAP. No termination of this arrangement has been publicly reported.

It documented the TTSA insider equity, the 9 million stock options and 2.5 million restricted stock units the company’s officers and directors granted themselves, valued at nearly $19 million in pre-dilution insider equity awarded before retail investors were allowed to buy a single share. It documented the DOPSR-approved book whose redactions function as curation rather than suppression. It documented the amnesty advocacy that benefits defense contractors who would otherwise face decades of Congressional oversight evasion charges. It documented the 300-person coordinated Facebook harassment network. It documented the cutout, Mike Disclosure, asking a man in active mental health crisis to deliver dossiers. It documented the request to a witness named LM to have his wife illegally pull David Grusch’s medical records.

We named the architecture in April. The cross-reference is at the top of this page. What we did not yet document was the body count.

THE SENTINEL ASSESSMENT: THE OPERATOR documented what the man is. THE PROXIMITY documents who has died after meeting him. The two pieces are complementary. The reader of one is referred to the other. Together they describe an architecture and its casualties.

UPDATE (May 26, 2026): A reader asked whether the $19 million pre-dilution equity referenced above included Luis Elizondo personally. The text reads “the company’s officers and directors granted themselves”, language that refers to TTSA’s officers and directors at the time of the May–June 2017 grants. Per TTSA’s 2017 Form 1-A and 2018 Annual Meeting transcript, those officers and directors were Tom DeLonge, Jim Semivan, Hal Puthoff, Louis Tommasino, Kari DeLonge, Steve Justice, and Lisa Clifford. Per TTSA’s 2018 Form 1-K, Elizondo was hired as a “significant employee” in October 2017, four months after these grants. The publication does not claim Elizondo personally received the foundational equity. The structural argument of the piece is that Elizondo joined and subsequently operated within the TTSA corporate vehicle whose insider equity structure THE OPERATOR documented. His personal stake is not load-bearing for the proximity inventory.

The Window

Across a 48-hour window earlier this month, on two of the largest broadcast media platforms in the country, the man documented in THE OPERATOR named two people he personally worked with. Both of them are dead.

The acknowledgments are in his own voice, in his own appearances, with his own corroborating details about the relationships. We have the audio. We have the timestamps. We have the print pickups.

On May 15, 2026, Luis Elizondo appeared on Nancy Grace’s “Crime Stories,” a nationally syndicated true-crime podcast. He named Kevin Patrick Childress and described an active arrangement to bring him to Congress as a whistleblower at the time of his death.

On May 17, 2026, Luis Elizondo appeared on Jillian Michaels’ “Keeping It Real,” a long-form interview podcast with a multi-million-subscriber audience. He described a 2018 Huntsville dinner with Amy Eskridge, her father, and “eight to ten” people including AATIP officials.

Two appearances. Two days apart. Two named contacts. Both dead. He did not have to name them. The publication inventories what he said.

The Scientist

Amy Catherine Eskridge was born on September 19, 1987. She grew up in Huntsville, Alabama, the city her neighbors called Rocket City for the institutional aerospace ecosystem that lined its streets.

Her father was Richard H. Eskridge, a propulsion researcher at NASA’s George C. Marshall Space Flight Center. Marshall is the United States’ lead center for rocket engine development. Richard Eskridge worked on plasma physics. Amy did not leave Huntsville. Neither did her father.

She graduated from the University of Alabama in Huntsville with a double major in chemistry and biology. She added working competence in electrical engineering, physics, genetic engineering, and nanotechnology. She moved into the propulsion research her father had spent his career inside. She did not do it from a government lab. She did it from her own institute.

In 2018, Amy and Richard co-founded the Institute for Exotic Science in Huntsville. Their research focused on advanced propulsion, zero-point energy, and anti-gravity technologies. Amy was its President and Chairwoman. In 2020 she stated publicly that she intended to present “novel foundational work regarding antigravity” but needed approval from NASA to do so. A private scientist requiring federal approval to publish her own institute’s research is not an ordinary scientist. It is a signal that her work had crossed into territory the government considered controlled.

The dinner in question took place in 2018. Per Elizondo’s verbatim account on Jillian Michaels, broadcast May 17, 2026:

“I had the privilege of meeting Amy Eskridge years ago when she was in Huntsville, Alabama. It is true that she has a deep science background. It is true that her and her father were absolutely convinced. I had dinner with them, in fact, with a group of other individuals back in 2018, I believe, in Huntsville, what you call Rocket City. And she had indicated to myself and other members of AATIP that they had succeeded in creating an anti-gravity device and could actually demonstrate it and show it. And she was very concerned for her safety and well-being. And what she said about being harassed is something she conveyed to me as well.”

“I’m not a trained medical doctor. I could not tell you if she suffered from depression. But what I can tell you is that she was absolutely convinced, and so was her father, that people were trying to silence them. And she said this to me at a table with other witnesses. We had a pretty large group, maybe eight to ten of us at the time, to include one of my colleagues who was a scientist for us in AATIP. They were very convinced that someone was trying to silence them. This was in Huntsville, Alabama. It was in Rocket City. It was Redstone Missile Arsenal.”

This is the operator’s own account, on the record, on national media, in May 2026. The dinner, the AATIP colleagues, the anti-gravity device, the harassment, the silencing campaign. All confirmed in his own voice.

Read what Richard Eskridge has said publicly in 2026, four years after his daughter’s death and weeks before the dinner Elizondo described entered the public record. Speaking to NewsNation on the question of whether his daughter was murdered:

“Scientists die also, just like other people.”

The father’s two postures are not reconcilable. The 2018 version told a table of intelligence officials his family was being silenced. The 2026 version tells a national television reporter scientists die like everyone else. One of those statements has to be wrong. Both came from the same man.

Between 2018 and her death in 2022, Amy Eskridge accumulated a primary-source record that documents the harassment. She told Franc Milburn, the former British intelligence officer who corresponded with her, that some of her former boyfriends had vanished from her life after exactly six months and she suspected they had been intelligence handlers. She photographed burns on her hands that she said came from a directed energy weapon. A colleague with weapons expertise identified the device for her as an “RF k-band emitter” powered by five car batteries housed inside an SUV. Republican Congressman Eric Burlison stated publicly that there is “SIGNIFICANT evidence Amy Eskridge was targeted by a Directed Energy Weapon.”

She left text messages with Milburn that read:

“If you see any report that I killed myself, I most definitely did not. If you see any report that I overdosed myself, I most definitely did not. If you see any report that I killed anyone else, I most definitely did not.”

On June 11, 2022, she was dead at home in Huntsville. Single gunshot wound to the head. Authorities ruled suicide. Per Newsweek reporting on the case, neither police nor medical examiners released detailed reports. Milburn’s own investigation concluded she was “murdered by a private aerospace company in the US due to her involvement in Unidentified Anomalous Phenomena discourse.” He says he contacted the FBI about the directed energy allegations and the case was dropped. Journalist Michael Shellenberger entered the allegations into the Congressional record in November 2024 as a testifying witness. Former FBI SAC Tucson Andrew Black confirmed the case is being investigated.

Amy Catherine Eskridge is the sixteenth name on the ATTRITION roster.

THE SENTINEL ASSESSMENT: Amy Eskridge entered the same man’s orbit in 2018. She left a four-year primary-source record warning that people were trying to silence her. She named the man in her own voice, on camera, and in private to other scientists. She died in 2022 with the cause of death sealed from public review. In 2026, the man she named appeared on national media and confirmed the operational details of her 2018 disclosure to him. The publication does not claim he killed her. The publication claims he was at the table she described before she died. He has now told the country he was at the table.

The Investigator

We profiled Kevin Patrick Childress last week in THE QUOTE. Thirty years inside the Department of Energy Office of Inspector General. Q clearance with access to Restricted Data. Senior agent for the southeastern United States. Jurisdiction included the Savannah River Site, the only tritium production facility in the country, the chokepoint of every deployed thermonuclear warhead in the American arsenal.

He gave The Debrief sixteen words about UAP in May 2021. He was dead 117 days later. The official cause was COVID-19 complications. The coroner has issued no public statement.

What we did not yet have was the operator’s own account of the relationship. We have it now.

On May 15, 2026, on Nancy Grace’s “Crime Stories,” Luis Elizondo described Childress not as someone he had read about, but as someone he was personally arranging to bring before Congress.

The relevant verbatim quotes, reported by Wion News and Charisma Magazine in the days following the broadcast:

Elizondo paraphrasing what Childress told him:

“Look, the Department of Energy has a significant role in the UAP business, and I’m pretty upset by what I have access to.”

Elizondo on his own intention:

“I was going to bring him there as a whistleblower and allow him to speak his piece.”

Elizondo on the current pushback:

“The Department of Energy is trying to keep me quiet.”

Elizondo said the last time he spoke to Childress, which was not long before his death, Childress was “perfectly healthy.” Nancy Grace stated on the same broadcast: “No public autopsy or detailed official cause of death was ever released.”

The provenance flag for the careful reader: Elizondo described Childress’s character with phrases including “investigative mind,” “determined to find answers to the unknowns of our universe for future generations,” and a wish “to bring open conversations surrounding Unidentified Aerial Phenomena.” Those exact phrases appear in the family-authored obituary at Thomas L. King Funeral Home that we cited as the load-bearing artifact in THE QUOTE. He is reading the obituary back to a national audience as personal recollection. That is not a falsified relationship. It is a thin one.

But the operational claim is the load-bearing finding. He was arranging Congressional testimony. The man being arranged for testimony died first. The cause of death is officially COVID-19 with no public autopsy. The Department of Energy, in Elizondo’s telling, is now trying to keep him quiet about it.

The same Crime Stories episode also featured Franc Milburn, the British intelligence officer who corresponded with Amy Eskridge and built the case that she was assassinated. The episode is not three separate stories. It is one story, told by three sources, with one common figure at the center.

The General

We covered Maj. Gen. William Neil McCasland (USAF, retired) in THE GHOST GENERAL. Former commander of the Phillips Research Site at Kirtland Air Force Base, former commander of the Air Force Research Laboratory at Wright-Patterson, former vice commander of the Space and Missile Systems Center, former director of Space Acquisition at the Pentagon. The Phillips Research Site is the location of the United States Air Force’s directed-energy weapons research consolidation. The directed-energy modality is the same modality Amy Eskridge told Franc Milburn was being used against her.

He has been missing since February 27, 2026, after leaving his Albuquerque home on foot. He left his phone behind. His wallet and a firearm are unaccounted for. The Bernalillo County Sheriff’s Office has issued a Silver Alert. The case is under FBI review.

The detail relevant to this briefing is in the public record on his post-retirement work. On March 13, 2026, in a Facebook statement republished by NewsNation, McCasland’s wife Susan McCasland Wilkerson confirmed her husband’s TTSA association in her own words.

“It is true that Neil had a brief association with the UFO community through Tom DeLonge, former frontman for Blink-182 and founder of the organization To The Stars. Neil worked with Tom for a bit shortly after his Air Force retirement as an unpaid (Neil’s choice) consultant on military and technical/scientific matters to lend verisimilitude to Tom’s fiction book and media activities.”

Read that on the page. The retired Major General with particle-beam expertise and directed-energy command authority at Kirtland was supplying technical credibility, as an unpaid consultant, to the very corporation documented in THE OPERATOR whose insider officers and directors granted themselves $19 million in pre-dilution equity before opening the offering to retail investors. The wife frames it as fiction-book technical advising. The effect on the credibility of the organization soliciting retail investors at the time was the same regardless of the framing.

The second detail is the operator’s own public comment on the disappearance. THE OPERATOR documented it in April as an example of pre-emptive narrative framing. We restate it here as the third documented contact in the proximity inventory. From CNN’s coverage of the case, picked up across the ABC affiliate network in March 2026:

“I hope and pray this is not one of those cases where a former senior military officer was specifically targeted and that he will be found happy and healthy in the immediate near term for his sake and the sake of his loved ones.”

In April we read that quote as a counterintelligence officer introducing a frame before others could set one. In May we read the same words alongside two other on-record acknowledgments of personal contact with subsequently dead disclosure-adjacent individuals. The quote did not change. The context did.

That is the third name. The TTSA association is documented. The CNN comment is documented. The man is missing.

The Inventory

Three names. Three documented patterns of contact with the same individual. Three adverse outcomes.

The table editorializes nothing. It is the record.

THE SENTINEL ASSESSMENT: The two names the operator placed on the record this month are the names of two dead people. The third name on the table is missing under circumstances that triggered an FBI review. The proximity is not the publication’s claim. The proximity is documented by the operator himself in the case of the first two. The publication inventories what he has said.

The Admission

The three names on the inventory above are the names the operator has placed on the record by name. They are not the only personal contacts he has acknowledged.

On April 24, 2026, three weeks before he named Childress, Luis Elizondo appeared on Chris Cuomo’s NewsNation program “CUOMO.” The host displayed a graphic listing dead and missing American scientists currently under FBI review. Elizondo’s response:

“Several of the people that you have on your list right there that you showed, I personally spoke with years ago, and it was about the UAP topic, and their work in that arena.”

He continued:

“There’s other individuals that are not on that list that I am personally aware of, that might actually be associated with it.”

He did not name them.

On the same broadcast, Elizondo described, in unmistakable detail, the case he would attach a name to twenty-one days later on Nancy Grace.

“He was talking to me about coming out and talking to Congress about what he knows within DOE and the files, the UAP files, that they’re holding on to. He was very upset, and he felt like he was a whistleblower. So, I was arranging for this individual to actually meet with certain members of Congress. His wife, who is a doctor for the Veterans Affairs, walks in one evening after work and finds him dead on the sofa.”

Every detail in that account matches the Childress case THE QUOTE documented. Wife as VA doctor. Whistleblower arrangement. Sudden death. Found on the sofa. The April 24 broadcast was the preview. The May 15 broadcast attached the name.

On the same broadcast he described a separate proximity event. An unnamed engineer who, according to Elizondo, was about to meet with his peer Christopher Mellon when the engineer died:

“There is an individual, somebody you know, Chris Mellon, who’s been on your show before, was going to talk to about two-and-a-half, three years ago. He was a few days away from meeting this individual. He was an engineer, apparently on the legacy U.S. government’s legacy UAP effort, and mysteriously died right before the meeting.”

That is a fourth death the operator has personally placed in his orbit on national television. He routed it through his peer. He did not name the engineer.

The pattern is escalating disclosure. Three weeks after the April 24 broadcast he named Childress. Two days after that he named Eskridge.

On the same day he named Childress, May 15, 2026, Elizondo appeared on Matt Ford’s Good Trouble Show and made a separate statement about himself:

“I would like to make this perfectly clear to the American people. I am not prone to accidents. I am not suicidal. I am not abusing drugs. I am not engaged in any illicit activities. If something happens to me or my family members in the future, you will know what happened.”

The rhetorical structure of that statement is identical to the pre-death messages Amy Eskridge left with Franc Milburn four years earlier. The publication notes the parallel. It does not infer from it.

There is one platform on which the operator has named none of these contacts. His own. A Sentinel Network™ forensic sweep of Elizondo’s verified X account (261,000 followers, active since approximately 2020) surfaced no public mention of Childress, Eskridge, McCasland, or any of the additional thirteen subjects on the ATTRITION roster across his entire posting history. The two X users who publicly tied him to the proximity pattern in late April and early May 2026, @catapinacaro and @tupacabra, drew no response from him or his network. The platform where he controls the message has been silent. The broadcast appearances where the questioning is structured by someone else are where the disclosures occurred.

THE SENTINEL ASSESSMENT: The operator has stated on national television that the proximity is broader than the three names he has provided. The publication does not have the additional names. The operator does. He has not provided them. The inventory remains bounded at three because those are the three he has placed on the record by name. By his own broadcast admission, the inventory understates the true count.

The Asymmetry

The man at the center of the proximity has named many people over the last nine years. The way he describes them divides into two registers.

In his 2024 memoir Imminent: Inside the Pentagon’s Hunt for UFOs, Elizondo describes his core circle this way:

“Hal, Will Livingston, and Eric Davis. They each had legendary careers operating behind the scenes on our nation’s most classified programs. Over the previous decades, they explored some of humanity’s greatest mysteries for our government. They knew information that less than 0.01 percent of the human population knew.”

He calls Stratton a partner: “Jay and I could figure out a way.” He calls Mellon and Semivan colleagues whose conviction “invigorated me.” The language is the language of equal-standing operators in a shared system. Legends. Partners. The 0.01 percent.

The three people he has placed on the record this year are described in a different register entirely. Kevin Childress was a “whistleblower” he was going to “bring there” to “speak his piece.” Amy Eskridge was someone who confided over dinner that she was “absolutely convinced... people were trying to silence them.” McCasland was a “former senior military officer” who he hopes was not “specifically targeted.” The first register is the language of equals in a system. The second is the language of protection, advocacy, and aftermath.

Read the two lists.

The people he has named as personal contacts:

The men he has named as peers:

There is one structurally interesting exception. David Grusch is alive. He came from peer-grade institutional pedigree, NRO and UAP Task Force under Stratton, but took on whistleblower-grade public risk in his 2023 Congressional testimony. Elizondo’s rhetoric toward Grusch is supportive but rhetorically distant. He praises Grusch for his “bravery.” He does not call him a partner. He does not say “David and I figured out a way.” Grusch survived. He also kept his peer pedigree intact.

The publication does not claim that every personal contact the operator has ever named over nine years of public statements has met an adverse outcome. The publication observes that the three contacts he has named on the record this year share an outcome none of his named peers share, and that he has himself stated on national television that additional unnamed personal contacts are also dead or missing.

THE SENTINEL ASSESSMENT: Two rhetorical registers. Two sets of people. Two different outcomes among the specific names the operator has placed on the public record in this category. The publication does not assert causation. The publication does not claim the contacts he has named are an exhaustive set. The publication notes that the three he chose to surface this year are not on television, not employed, and not available to clarify the record themselves. The reader is left to consider what kind of selection function fits.

The Public Record

The publication is not the first to notice.

On April 25, 2026, an X account posting as @catapinacaro framed the asymmetry plainly:

“All these ‘missing’ scientists dropping like flies and NOBODY finds it suspicious that other UFO-adjacent figures are STILL out there, FOR YEARS... like Luis Elizondo...”

The post predates Elizondo’s two May acknowledgments by three weeks. It was visible to anyone who looked.

On May 4, 2026, the researcher @tupacabra, named in THE OPERATOR as a documented target of the harassment network the piece mapped, escalated the framing on his own X account:

“Lue Elizondo admitted to knowing many of the missing scientists personally. He should be a suspect.”

The post received 292 likes and 51 replies before Elizondo went on Nancy Grace eleven days later. The person publicly calling for Elizondo to be treated as a suspect is the same person THE OPERATOR documented as being targeted by Elizondo’s proxy harassment apparatus. He is not a neutral commentator. He is a witness on the record.

These posts are not the publication’s claim. They are public claims made by other observers, in their own voices, on their own accounts, days and weeks before the operator’s own acknowledgments closed the proximity question on national media. The Sentinel Network™ documents what he has said. Others have documented what he has admitted. The two inventories are running on parallel tracks.

THE SENTINEL ASSESSMENT: The suspicion this piece structurally documents was already publicly voiced before the operator went on the record with two of his named contacts. The publication is one of multiple voices noticing the same pattern. The question of whether the pattern resolves to causation is one the publication declines to answer. The question of whether the pattern is visible to the public has already been answered, by the public, on the record, with timestamps.

The Body Count

The inventory above lists three. They are the names the operator has placed on the record himself.

The architecture documented in THE OPERATOR was not built for three. Three additional names sit in the public record, topically adjacent to the exact advocacy positions he occupies on television. He has not commented on any of them.

Matthew Sullivan. Air Force intelligence officer. Bronze Star recipient. Found dead in his Falls Church, Virginia home on May 12, 2024. Cause: accidental overdose, per the Northern Virginia District Office of the Chief Medical Examiner. We covered the death in THE WITNESS. The detail relevant here is the calendar. Sullivan had agreed to testify before Congress in November 2024 about classified UAP programs. He died six months before the hearing. Congressman Eric Burlison sent a letter on April 16, 2026 to FBI Director Kash Patel referring the case for federal investigation, citing “potential foul play.” The operator has built his book, his podcast circuit, and his Congressional advocacy around whistleblower protections for the exact kind of witness Sullivan was preparing to be. The operator has not commented on Sullivan.

Dr. James T. Ryder. Lockheed Martin Vice President. Died Memorial Day 2018. We profiled him in THE ARCHITECT. According to Liberation Times reporting corroborated in Lacatski’s Skinwalkers at the Pentagon, Ryder proposed transferring crash retrieval material from Lockheed Martin to the DIA‘s AAWSAP program. The transfer was blocked by then-CIA Director of Science and Technology Glenn Gaffney. Ryder is described as having felt “threatened” by exchanges with CIA officials before his death. The operator has dedicated portions of Imminent to defense contractors hoarding UAP material. Imminent was published in August 2024, well after the Ryder material-transfer story became public. The operator has not commented on Ryder.

Mark McCandlish. Aerospace illustrator. Lockheed, Boeing, General Dynamics, Rockwell. Author of the “Alien Reproduction Vehicle” technical drawings. Died of a single gunshot wound to the head in Redding, California, on April 13, 2021. Ruled suicide. Per community-source reporting, McCandlish had contacted Senator Marco Rubio‘s office and offered testimony to the Senate Intelligence Committee shortly before his death. Amy Eskridge’s own pre-death messages referenced his death as suspicious. The operator has not commented on McCandlish.

Six names in the same ecosystem. Three he has placed on the record. Three he has not.

THE SENTINEL ASSESSMENT: The architecture documented in THE OPERATOR has a body count. Three of these deaths the operator has named in his own voice on national media since March. Three additional names sit topically adjacent to his stated areas of advocacy without any public commentary from him. The publication does not assert he caused any of these deaths. The publication observes that the personal contacts he has chosen to surface this year are dead or missing, that the peers he has named as fellow operators are alive and on television, and that three of the most operationally adjacent deaths in the disclosure ecosystem have drawn no comment from him at all.

Every other installment in this series has assumed you are using cloud AI. ChatGPT, Claude, Gemini, Grok, Perplexity. These are the most capable models available and they make most investigations possible. They have a cost that we have not yet discussed in detail.

Every query you send to a cloud model is logged. The query, your account, your IP address, your session history, and the response. Most providers retain that data for a defined window for “safety review” before deletion. Some retain it longer. All of it is subject to legal process. If an investigation you are running becomes legally interesting to a powerful adversary, your query history is sitting on a corporate server with a subpoena address. The data does not have to be exposed by malice. It can be exposed by court order, by breach, by acquisition, or by the routine compliance response to a federal request.

For most investigations, this risk is acceptable. The records are public, the targets are corporate, the questions are not sensitive. For some investigations, it is not acceptable. When the subject of your investigation has the resources to compel disclosure, the cloud is not your friend.

This installment teaches you how to run AI on your own hardware, where nothing leaves the machine. No queries logged. No accounts tied to your name. No subpoena exposure. No rate limits. No content restrictions imposed by the provider. Total control over what the model sees and what it produces.

The tradeoff is capability. Local models in 2026 are not as powerful as frontier cloud models. They are powerful enough for most investigative work. For the queries that genuinely require the cloud, you still have the cloud. For the queries that cannot survive cloud logging, you now have an alternative.

This is the final installment of the series. It is also the one that takes the longest to set up. Plan for an afternoon. The infrastructure you build here will outlast the rest of the toolkit.

THE AFFIDAVIT

In October 1980, the chief policy officer of the National Security Agency walked into a federal courthouse in Washington, D.C., and asked a judge to read a document in private.

The plaintiff was a citizen group called Citizens Against UFO Secrecy. They had filed a Freedom of Information Act lawsuit against the NSA, demanding the release of records the agency held on unidentified flying objects. The case was Civil Action 80-1562, U.S. District Court for the District of Columbia.

The NSA’s chief policy officer was Eugene F. Yeates. The document he submitted was a classified affidavit. Top Secret Umbra. The highest codeword category in the U.S. communications intelligence system.

Yeates’ argument was straightforward. NSA had located 239 documents responsive to the FOIA request. 160 were NSA-originated communications intelligence. The remaining 79 had come from other agencies. Yeates told the court that releasing the COMINT records would “seriously damage the ability of the United States to gather this vital intelligence information.” The records, he wrote, were intercepts of foreign government-controlled communications systems within their territorial boundaries. To reveal them would be to reveal NSA’s sources, methods, and reach.

He cited specific phenomena to make the case. Intercepted reports of luminous objects. Bright lights. Unidentified aircraft over countries that were not the United States. One specific entry, he flagged for the court, was an intercepted report of “an elongated ball of fire” moving across the sky.

The presiding judge did not have the clearance to read the documents themselves. The judge read the Yeates affidavit. The judge ruled in NSA’s favor. The records stayed classified.

That was forty-six years ago. An entire generation has been born, gone to school, served careers, and watched their own children leave home in the time those records sat sealed.

THE APPEAL

On May 17, 2026, the Disclosure Foundation announced that NSA had produced 334 pages of historical UAP-related records following a FOIA appeal. Many carried the same classification Yeates invoked in 1980. Top Secret Umbra.

Per the Foundation’s own framing, the Yeates affidavit itself has been declassified and available to the public since 2009. The underlying support material referenced inside it had not been. When the Foundation’s legal team requested that underlying material, the agency denied the request in its entirety. The Foundation challenged the denial. After what they describe as a lengthy appeal, the NSA’s own appeals authority acknowledged that the blanket denial was improper.

The result is the file we are reading.

The production is a single PDF bearing one document identifier: Doc ID 6904102 / Doc Ref ID A2768997. The first page of the production carries a serial number A14/M1021/79073/80505 and a data run window of UDN=Q01MAR79 through 30APR79. Inside, the entries date as far back as 1969, handwritten in the upper right of one page like a librarian’s note.

Open the production to page 236. Beneath the TOP SECRET UMBRA banner, beneath the SECRET SPOKE codeword classification, beneath the redacted originator and recipient lines, beneath the bracketed PL 86-36 stamps, the readable text reads:

F. MIG REACTION TO UFO’s: 13 MIG’S CHASED ONE UFO.

That is the entire entry. Thirteen fighters. One unidentified object. The aircraft type, the country of origin, the date, the bearing, the altitude, the outcome. All redacted. Only the asymmetry survives.

The Disclosure Foundation hosts the full production at disclosure.org/news/nsa-top-secret-umbra-uap-foia-release. They did the legal work. They won the appeal. They are the reason this file exists in the public record.

We did something different. We OCR’d it.

THE PAGE

We knew what to look for. The Yeates language describing the elongated ball of fire has been in the public-facing version of the affidavit for years. So we OCR’d the 2026 production and ran a single search.

Page 333. Category 405. Message ID 08393499. Beneath a Top Secret Umbra header and an EO 3.3(h)(2) redaction stamp, the entry reads:

SIGHTING OF [REDACTED]. [REDACTED] SAW AN ELONGATED BALL OF FIRE MOVING AT HIGH RATE OF SPEED. AFTER COVERING SOME DISTANCE IT SPLIT INTO THREE BALLS OF FIRE.

The originator is blacked out. The country is blacked out. The date is blacked out. The witness is blacked out.

The phenomenon is not.

This is the same phenomenon Yeates cited to a federal judge in 1980 to argue these records could not lawfully be released. Forty-six years later, after a Disclosure Foundation appeal, the entry is visible. The redactions remain. The phenomenon does not.

SENTINEL ASSESSMENT: The 2026 production is not the first release of these intercepts. NSA released a partial corpus in 1997 under the 25-year automatic declassification provisions of executive order. What the Disclosure Foundation won is the less-redacted version of records the agency has been fighting to keep sealed since the Carter administration. The specific entry Yeates cited to convince a federal judge that disclosure would damage national security is now publicly visible. The agency has not addressed the contradiction.

THE SCANNER

We hashed the production the moment we pulled it. MD5: f88cb40b5fcc76dfe4444ccfd65d9ffc. SHA256: 6854133ab4240bc729e02f9ed6830e0950263edcbd2acc514f863c49c61d404c. 12,070,741 bytes. PDF version 1.4.

The document metadata is empty. Title, author, producer, creator, creation date, modification date. All scrubbed. NSA’s FOIA office knows what they are doing.

But the JPEG images inside the PDF are not scrubbed. Every one of the 333 scanned pages bears the same six-byte comment marker buried in the JPEG header. The string reads “Canon Inc” followed by four null bytes. The scanner identifies itself.

NSA digitized these records on Canon-branded hardware. The same kind of imaging device any government office, law firm, or accounting practice uses. Not a specialized cryptologic platform. A commercial scanner. The agency that operates Cold War-era signals intelligence infrastructure runs its FOIA production line on the same equipment a public defender uses to scan client files.

Page 1 is the exception. Page 1 is not a JPEG. Page 1 is a raw PPM bitmap, processed through a different pipeline than every other page in the production. It carries no Canon marker. It was almost certainly generated by FOIA processing software rather than scanned from a physical page. A cover sheet. The header on what NSA wants you to read first.

We checked every byte for the things journalists check for. There are no Optional Content Groups, which means no hidden layers that can be turned back on. There is no JavaScript, no embedded files, no form fields, no annotations. There is no extractable text behind any of the redactions.

We will say this clearly. The redactions are technically well-executed. This is unlike past Pentagon and Department of Justice productions where unredacted text was recoverable from beneath supposedly black boxes. NSA’s redactions are baked into the raster. Pulling them apart will not work.

What is recoverable is the surrounding context that survived. Page numbers. Format markers. Category codes. The phenomena themselves. And the institutional fingerprints the agency did not realize it was leaving.

THE OVERLAYS

At the bottom right of many pages, in fountain pen or pencil, there are circled numbers. Pencil marks in the margins. Multiple handwritten page numbers on the same page.

Page 11 of the 2026 production carries a circled “104.” Page 17 carries a circled “109.” The numbers march in sequence with the PDF pagination but at a different offset. Five circled numbers across six PDF pages. Sequential.

These are not random. They are pagination overlays from a prior declassification pass. When NSA released a partial UFO COMINT corpus in 1997, the documents were stamped, numbered, and bound. John Greenewald at The Black Vault has tracked the agency’s NSA UFO releases for two decades and pursued multiple mandatory declassification reviews on these same records. Those stamps and numbers survived the next thirty years and made it into the 2026 production. The 2026 release was scanned from the bound 1997 review copies, not from the original 1979 message printouts.

We can use this. The circled numbers form an independent index. By mapping which PDF pages carry which circled numbers, a researcher can reconstruct which entries in the 2026 release correspond to which entries in the 1997 release, page by page, and determine exactly which redactions the appeal forced open.

We are not going to do that work in this briefing. We are flagging it as a methodology lead. The differential redaction analysis between the 1997 corpus and the 2026 corpus is the next forensic pass. The fact that the pagination evidence survives the agency’s scrubbing of the PDF metadata is the kind of small institutional self-betrayal that makes documents like this readable.

THE EXEMPTIONS

Across 334 pages, we counted the redaction justifications.

EO 3.3(b), the executive order subsection covering intelligence sources, methods, and foreign relations: invoked 346 times. PL 86-36, the National Security Agency Act of 1959 codified at 50 U.S.C. 3605: invoked 309 times. EO 3.3(h), the more aggressive subsection: invoked 23 times.

That is an average of roughly two exemption invocations per page across the entire production. Imagine a 334-page book where every page has two passages crossed out with the same two paragraphs of legal boilerplate stamped beside them. That is the visual texture of this document.

The PL 86-36 number is the one that matters. The National Security Agency Act of 1959 is the statute Congress passed at NSA’s request to allow the agency to refuse to disclose its organization, functions, and activities. NSA wrote the law about itself. The agency has now invoked that self-protective statute 309 times to redact UAP intercept reports from 1969 through 1979. Records that are forty-six to fifty-seven years old at the moment of redaction.

That is the architecture. A 1959 statute Congress passed for the agency, invoked in 2026 to redact a 1969 intercept of a luminous object moving across foreign airspace.

SENTINEL ASSESSMENT: The exemption pattern is the institutional signature. PL 86-36 was written to protect contemporary signals intelligence operations. Its application to fifty-year-old UAP intercepts treats those intercepts as if they remain operationally sensitive. Either the methods have not changed, or the records contain something the agency does not want measured by their age. We do not know which. We know that the same statutory hook Yeates pulled in 1980 is the one the agency is still pulling.

THE CORPUS

The production is a raster PDF. Every page is a scanned image. The text is not searchable. To find the elongated ball of fire entry, you have to scroll. To find every mention of “MIG REACTION,” you have to read all 334 pages. To find the 1969 handwritten date, you have to look.

The Sentinel Network™ OCR’d the production. 334 pages at 200 dots per inch, processed through Tesseract 5.3.4. The output is 143 kilobytes of plain text. About the size of a long magazine article. It is the only searchable version of this document that we know of.

It is also imperfect. The scanning was high quality but the FOIA processing introduced visual artifacts. The Top Secret codewords like UMBRA, SPOKE, LARUM, and SAVIN carry diagonal strikethrough marks from the declassification process, which scrambles them in OCR. Handwritten margin numbers do not OCR reliably. Codes like the COMINT classification banners come through as fragmented strings. Working with this corpus means cross-referencing against the source PDF for any cited passage.

We are publishing the corpus for free. It belongs in the public record next to the production itself. The Disclosure Foundation did the work that brought it out of the agency. The least we can do is make it grep-able for everyone else.

THE PATTERN

This is the eighth time in less than six months we have documented the same institutional pattern from a different agency.

The CIA Glomar response on 3I/ATLAS. The NASA TESS observation blackout during the December opposition window. The NASA/JPL silent edit of the near-Earth object database. The JPL trajectory curation that used 782 of 7,578 available observations to model the orbit. The Elsevier publication blackout that gave Carl Sagan’s own journal one paper on the third interstellar object in human history. The SETI pipeline filters that delete the signal class a Bracewell probe would emit. The counterintelligence architecture of the modern UAP disclosure movement. And now the NSA’s communications intelligence corpus, released in 2026 after forty-six years of agency resistance, still redacted under the same statutory hook the agency wrote about itself in 1959.

Each layer operates inside a different institutional logic. The CIA’s logic is sources and methods. NASA’s logic is mission risk. JPL’s logic is data quality. Elsevier’s logic is peer review. SETI’s logic is paradigm defense. The UAP disclosure movement’s logic is managed narrative. NSA’s logic is signals intelligence protection. No two are run by the same people. No single institution coordinates them.

They produce the same outcome anyway. Each layer narrows what the public is allowed to see by a quarter-turn. The cumulative effect is what we have been calling the suppression gradient. The 2026 NSA release does not break the pattern. It is the eighth instance.

THE SENTINEL ASSESSMENT:

The Disclosure Foundation forced the release of 334 pages of communications intelligence the National Security Agency told a federal judge in 1980 it could not lawfully produce. The specific phenomenon Yeates cited to that judge, an elongated ball of fire splitting into three, is now visible on page 333. The agency’s redaction tooling is technically competent. The agency’s metadata scrubbing is professional. The agency’s pagination overlays from the 1997 review pass are visible in the margins anyway.

The methods that protected this file in 1980 are the methods that protected this file in 2026. Forty-six years. Same agency. Same statute. Same phenomenon. Different redaction density.

We are publishing the OCR’d corpus free because the document belongs to the public and because the Foundation did the work that brought it out. Forty-Eight Hours Later

On Monday we published THE QUOTE, the forensic profile of Kevin Patrick Childress.

The research thread did not stop when we hit publish. One vector we had been working before Monday was the question of whether Childress had a pseudonymous social presence. Federal investigators with thirty-year careers and Q clearances do not generally surface on the internet under their real names. If he had been thinking about UAP as long as the family obituary suggested, the thinking had to be somewhere.

We kept looking. We found it.

The handle is popncaps551. The account was created on November 16, 2017. It went live two days after the New York Times broke AATIP. It contains a thirteen-day burst of comments from a federal investigator who self-identifies in the first sentence of his first post.

The man we wrote about Monday left a public record under a pseudonym that predates his only on-record statement by three and a half years. He has been telling us what he believed the whole time.

Today we publish what he wrote.

The Channel

Reddit account popncaps551 was created on November 16, 2017.

The account was silent for thirty-two days.

On December 16, 2017, the New York Times published Helene Cooper, Ralph Blumenthal, and Leslie Kean’s investigation revealing the Pentagon’s Advanced Aviation Threat Identification Program. It was the first time the United States government had publicly acknowledged a classified UAP investigation effort. Luis Elizondo was named. The Nimitz tic-tac footage was released. The post-2017 disclosure era began that day.

Two days later, popncaps551 started commenting.

He posted sixteen comments in the next thirteen days.

THE SENTINEL ASSESSMENT: The account was prepared in advance. Thirty days of silence followed by a cold start two days after the NYT broke AATIP is not a casual coincidence. It is the cadence of a person who knew something was coming and built a channel to speak through when it arrived.

The Job Description

His first comment was posted in r/aliens at 4:37 PM UTC on December 18, 2017, on a thread titled “Never thought I’d see the day that a credible UFO video would be supplied by the Department of Defense and published in the New York Times.”

The first sentence of that comment was:

“When I was an agent investigating mega defense contractors it was a preferred practice for the contractors to hold the data and lead the effort in what they call ‘Managrment and Operating’ contracts.”

Read what he chose to put first.

He did not introduce himself as a UFO enthusiast. He said he was an agent who had investigated mega defense contractors.

The Management and Operating contract is the legal framework under which the Savannah River Site has been operated since 1989, by DuPont and then Westinghouse and then Fluor and now Battelle-Savannah River Alliance. The M&O structure traces back to the Manhattan Project, exactly as the comment continued:

“It started with the Manhattan Project and continues to this day. The ‘coincidental’ benefit is the contractor ‘owns’ the data and it’s not subject to FOIA requests and more easily hidden from political whims of the day.”

He put the word coincidental in scare quotes. He was telling the reader it was not coincidental.

He closed the comment with this:

“I believe we will learn more very soon and have to face some hard truths about us. I thinks it’s inevitable and we are on the clock to grow humanity up. Maybe homo sapien 2.0 is right around the corner. My soul can’t wait.”

THE SENTINEL ASSESSMENT: A Q-cleared federal Special Agent with thirty years inside the federal investigative apparatus chose to open his pseudonymous UAP account by naming the contracting structure of his own jurisdiction as a deliberate FOIA-defeating mechanism. That is not the language of a private citizen with a theory. That is the language of an investigator naming an architecture from the inside.

What He Believed

Between December 18 and December 29, 2017, popncaps551 posted sixteen comments across four subreddits.

He wrote about SETI as a suppression front:

“The true waste of money has been SETI. Or, the CIA/NASA historical front to suppress truth.”

We made an adjacent argument in THE NARROW BAND, our forensic audit of SETI’s institutional silence on 3I/ATLAS, and tested it ourselves in THE MISSING BIN, where we reprocessed 5.2 terabytes of Breakthrough Listen’s raw 3I/ATLAS observations and identified the structural blind spot in their pipeline. We published THE NARROW BAND on April 1, 2026 and THE MISSING BIN on May 14, 2026. He had made the call nine years earlier.

He wrote about the constraints he understood from inside:

“Anyone who has ever signed a national security non disclosure who be pretty damn careful answering questions and sure as heck would think about how to answer a question before they opened their mouth.”

He held a Q clearance for thirty years. He had signed those non-disclosures. He was describing his own posture in third person.

He wrote about cultural suppression:

“70 years of kookification has numbed people to the topic and the desired knee jerk reaction is in place.”

He wrote about epistemic humility:

“The US Patent office felt the same way in the late 1800 when they thought all new discoveries were behind us. We need to be more humble.”

He wrote about disclosure as an event whose time had come:

“Secrets always find the light of day. I’m looking forward to seeing more about ‘UFOs’ and the Kennedy assassination this spring. There is money in secrets.”

That last comment was posted on December 29, 2017. The Kennedy assassination files he referenced are the 2017-2018 declassification waves under the President John F. Kennedy Assassination Records Collection Act. He was tracking institutional disclosure as an active operator.

THE SENTINEL ASSESSMENT: In thirteen days he committed to the record his entire framework. M&O contracting as FOIA evasion. SETI as suppression infrastructure. Kookification as a deliberate cultural management strategy. NDA discipline as an internal constraint he had personally absorbed. Disclosure as inevitable and overdue. The record is internally consistent. It is the worldview of a federal investigator who had spent three decades watching the architecture from the inside and had decided it was time to describe it.

The Silence

Then he stopped.

He posted two comments on January 1, 2018. After that, the account went quiet.

Two comments in February 2019. One in June 2019. Then twenty months of silence.

His last UAP-related comment from the December 2017 surge had been an unfinished thought. He was replying to another commenter in the thread. He wrote:

“I get your worry. Maybe this whole thing transcends our corporeal worries. Maybe that’s why it’s been kept so close for so long. Maybe the smartest and most reasonable modern minds will be presented with in part considering a world view our ancestors from millennia ago lived in. What if the”

The comment ends there. Mid-sentence. No period. No further text.

Reddit’s interface allows edits and partial deletions. The comment was not truncated by the platform. It was published incomplete and left that way.

Read what he was doing in the comments around it. He had been writing about Thomas Aquinas. About the suppressed Dead Sea Scrolls. About ancient frameworks for understanding the unexplained. About worldviews held by people who lived millennia ago.

He was about to say something more.

He did not finish.

THE SENTINEL ASSESSMENT: A comment left unfinished is a record of a person who started to say something and stopped. The thread it sat in remained live. The account remained live. The comment was never completed. Whatever he was about to say, he chose not to.

The Last Comment

He surfaced one more time.

On March 7, 2021, at 5:12 AM UTC, popncaps551 posted a single comment in r/ufo, on a thread titled “They are here... but why ‘The Great Silence’?”

He wrote:

“The raw power of creation we share with the unknowable god is incredible. We don’t realize we have it because at some point in our species growth we adopted a subservient dogmatic and oppressive religious systems that oppressed our creative abilities.”

He did not return to operational language. He did not name a contractor or a program. He did not mention Savannah River, AATIP, or the Pentagon.

He wrote one sentence about creation, suppression, and human capacity.

Then the Reddit account went silent for the last time.

Sixty days later he gave Micah Hanks his quote at The Debrief.

One hundred and seventeen days after that, he was dead.

THE SENTINEL ASSESSMENT: The March 7 comment is the bridge. It is the last private statement before the public one. The pseudonymous record and the on-record record are the same man. The Reddit silence after March 7 and the public silence after May 6 are the same silence.

The Timeline

The chronology reads as one record.

THE SENTINEL ASSESSMENT: The man who gave The Debrief sixteen words in May 2021 had been writing the structural argument under a pseudonym since the week the Pentagon’s UAP program first became public knowledge. The on-record quote was not the start of his thinking. It was the surface trace of a record that had already been built and gone quiet.

Three Surfaces, One Man

The Reddit account closes a loop the original briefing could not close.

The family obituary, written after his death by the people who knew him longest, named UAP investigation as his life’s work. We documented that in THE QUOTE.

The Debrief quote, given four months before his death, stated his professional view that the Inspector General system outranked an internal task force. We documented that.

The Reddit account, started thirty days before the NYT story and active in thirteen-day bursts thereafter, recorded his structural worldview in his own words, predating both the Debrief quote and his death by three and a half years.

Three independent surfaces. Three different audiences. Three different registers.

One man.

The Reddit account is not a curiosity. It is the missing middle of a public-record trail that runs from December 18, 2017 to August 31, 2021. It establishes that the federal Special Agent who gave a single on-record UAP quote in May 2021 had been an active, articulate, operationally-grounded UAP analyst inside the federal investigative apparatus for at least three and a half years before that quote was published.

The family did not invent his investigative interest. He had been writing it down in public the whole time.

THE SENTINEL ASSESSMENT: The convergence is the finding. A retired federal Special Agent at the southeastern chokepoint of the American nuclear weapons material supply maintained a pseudonymous public record of his UAP analysis for three and a half years, surfaced under his real name once, and died four months after the only public statement that connected the two identities. The record is now in front of more eyes than it ever was while he was alive.

The Post

Thirty years inside the Department of Energy Office of Inspector General. Q clearance with access to Restricted Data. Two Secretary of Energy commendations. Senior agent for the southeastern United States. Jurisdiction: the Savannah River Site, the U.S. Strategic Petroleum Reserve, and “all of the southeastern US, California and other.”

That was Kevin Patrick Childress.

On May 6, 2021, he gave The Debrief sixteen words about UAP.

“Being a retired OIG Special Agent for the Dept of Energy, the beginning of an OIG investigation is way more significant than an internal task force.”

He was dead 117 days later.

The Agent

Born in Daytona Beach, Florida. January 19, 1965.

Spruce Creek High School in Port Orange. Undergraduate degree at the University of Central Florida.

He started in Florida. Then Washington, for a Department of Energy headquarters rotation. Then the Savannah River corridor for the back half of his life.

The Savannah River runs along the border between Georgia and South Carolina. Childress’s corridor addresses sit along it. Augusta on the Georgia side. North Augusta on the South Carolina side. Evans, Georgia, where he spent the last ten years.

Evans sits twelve miles from the entry gate of the Savannah River Site.

THE SENTINEL ASSESSMENT: The address chain is the career chain. Childress did not retire near the chokepoint. He retired at it.

The Site

The Savannah River Site is a 310-square-mile industrial complex in South Carolina, on the Georgia border. It is the reason America still has a hydrogen bomb arsenal that works.

If a country wants thermonuclear weapons, the country needs tritium. Tritium is a radioactive hydrogen isotope with a half-life of just over twelve years. A sealed warhead bleeds out a percentage of its yield-multiplying gas every year and has to be topped up or it stops working.

The country has one tritium production site. Savannah River.

Think about that. Every sealed thermonuclear weapon currently deployed by the United States contains tritium. Every gram of that tritium passed through this site.

The complex also houses H-Canyon, the only operating production-scale radiochemical separation plant in the country. H-Canyon is being prepared to downblend highly enriched uranium into the high-assay low-enriched uranium that fuels next-generation reactors. The National Nuclear Security Administration took over as the site’s landlord in 2024.

To work at Savannah River as a senior federal investigator is to sit at the chokepoint of the American nuclear weapons material supply.

The Office of Inspector General is the federal oversight authority across that material flow.

Kevin Childress had the chair for thirty years.

THE SENTINEL ASSESSMENT: This is not a routine federal post. The senior OIG agent at the Savannah River Site is the federal investigative authority over the people who handle the tritium inside America’s hydrogen bombs. When a man who held that post says an OIG investigation outranks an internal task force, he knows the difference.

The Column

Micah Hanks is the journalist who took Childress’s tweet on the record at The Debrief. He did not bury the quote. He framed his column around it.

The column reported a new Department of Defense Inspector General evaluation of the Pentagon’s UAP investigations. Hanks needed someone to tell the reader why the move mattered. He picked a retired federal investigator who knew the OIG system from the inside.

“Being a retired OIG Special Agent for the Dept of Energy,” Childress said, “the beginning of an OIG investigation is way more significant than an internal task force.”

The quote did one thing. It told the reader the OIG outranked the task force.

Read what Hanks placed directly after that quote.

He pivoted straight to the 1950s. He quoted Larry Hancock, a UAP historian, summarizing what the CIA’s head of Technical Intelligence told the Director of Central Intelligence in 1952:

“There is something going on over our atomic warfare complex that looks very much like purposeful reconnaissance.”

The atomic warfare complex is the network of nuclear weapons production, storage, and testing sites. Hanford. Pantex. Los Alamos. Oak Ridge. The Nevada Test Site. Savannah River.

Childress had spent thirty years inside the last one on that list.

That is the connection Hanks made. He took a quote from a retired investigator who had patrolled the atomic warfare complex and placed it directly upstream of a 1952 CIA observation that something had been running reconnaissance against it.

That is not a coincidence. That is an editorial decision.

One Hundred and Seventeen Days

We wanted to know what he did between the quote and the silence.

We searched.

He gave no podcast interviews. He did not testify before Congress. He filed no public Inspector General complaint. He did not appear on the UAP conference circuit. He did not give a second on-record quote.

We recovered the handle. The account is still live. The tweets are protected.

His name does not appear in the documents released by The Black Vault from the DoD OIG UAP evaluation he had publicly endorsed.

On August 31, 2021, Kevin Patrick Childress died unexpectedly at his home in Evans, Georgia.

He was 56.

The Columbia County, Georgia Coroner’s Office determines cause of death there. The current coroner is Joseph Page, 439 North Belair Road, Evans, Georgia.

We have located no public press release from that office.

No Augusta Chronicle obituary. No local television coverage. No Department of Energy statement. No Office of Inspector General memorial. No Federal Law Enforcement Officers Association notice. No Senior Executives Association tribute.

The federal investigator who had publicly said the OIG outranked the task force left the world without a single line of official notice.

He left it with one obituary.

THE SENTINEL ASSESSMENT: The agent went on the record. He stopped speaking the day he did it. He died four months later at 56. No coroner statement. No agency notice. No professional society tribute. The institutional system he served issued nothing.

The Obituary

A family obituary at a regional funeral home is not, in the ordinary case, a forensic artifact. It is grief and biography.

Kevin Patrick Childress’s obituary at the Thomas L. King Funeral Home in Evans, Georgia is both. It is the only public document in which the family of a federal Special Agent put UAP investigation in print.

Read it.

“He was passionate about space exploration and enjoyed watching satellites from his backyard with his wife and step-children. His investigative mind fueled his desire to bring open conversations surrounding Unidentified Aerial Phenomena (UAP) and he was determined to find answers to the unknowns of our universe for future generations.”

This is not a hobby line. It is not stargazing.

The obituary names UAP as Kevin Childress’s investigative interest. The word investigative is doing work. It tells the reader the family understood his curiosity through the lens of his career.

He spent thirty years inside the federal investigative apparatus. The family, given the chance to control the public memory of a man whose career required institutional silence, chose to put UAP in print.

They also chose this:

“He was taken away too soon. He was the man who was always there when you needed him, and will be deeply missed.”

Taken away. Not lost. Not passed. Taken.

Federal Special Agent with a Q clearance. Thirty years in nuclear oversight. A family that wrote UAP into his obituary.

THE SENTINEL ASSESSMENT: The family had control over the only document the public would ever see. They used it to name UAP investigation as his life’s work. That is not a coincidence. That is a message.

The Chain

We have documented fourteen names in the ATTRITION roster.

Until today, the most recent addition was Joshua Kyle LeBlanc, the NASA Marshall Space Flight Center engineer who died in a Tesla crash near Huntsville, Alabama on July 22, 2025. LeBlanc was a team lead on the Demonstration Rocket for Agile Cislunar Operations. DRACO is nuclear thermal propulsion. DRACO’s fuel is high-assay low-enriched uranium.

The near-term U.S. supply of HALEU for DRACO comes from the H-Canyon facility at the Savannah River Site, downblended from legacy highly enriched uranium that has been stored on site for decades.

This is the same H-Canyon facility, on the same site, that sat inside Kevin Childress’s investigative jurisdiction until the day he retired.

We do not have a documented investigative thread connecting his case files to DRACO. DRACO postdated him. He retired before the program scaled. What we have is the upstream chokepoint of the fuel chain.

The contemporary ATTRITION cluster has its center of gravity at five sites. Wright-Patterson Air Force Base. Kirtland AFB. NASA’s Jet Propulsion Laboratory. Los Alamos National Laboratory. NASA Marshall Space Flight Center. Of the fourteen documented names, not one was a Department of Energy Office of Inspector General investigator. Not one held a federal law enforcement badge. Not one oversaw the nuclear weapons material supply.

That gap is now closed.

Kevin Patrick Childress is the fifteenth name on our roster.

In documentation order, he is the most recent. In chronological order, he is the earliest. He died on August 31, 2021, nearly three years before the 2024-to-2026 cluster began.

We do not claim he was killed. We have no evidence that suggests it. We are stating that he existed, that he held the post, that he made the statement, that he stopped speaking on the day he made it, that he died unexpectedly at 56, and that the institutional system he served issued not one word in his memory.

Different agency. Different badge. Same institutional ecosystem. Same UAP throughline.

He belongs.

THE SENTINEL ASSESSMENT: The missing-scientists story has been told as a defense aerospace story. AFRL Wright-Patterson. JPL La Cañada Flintridge. AFRL Kirtland. LANL. NASA Marshall. Every public account has stayed inside the program-execution half of the federal architecture. The federal oversight half, the DOE law enforcement apparatus that polices the nuclear material supply feeding every one of those programs, has not been part of the conversation. Childress is the entry point. The senior OIG agent at the southeastern chokepoint. On the record about UAP. Dead at 56. He belongs on the roster.

The Roster

On April 20, 2026, we published THE STANDARD. It documents the six primary-source criteria we apply to every ATTRITION roster candidate. We score transparently. We have published rejections. Kevin Patrick Childress scores 2 of 6.

USPTO patents. Zero. We searched the inventor database under every variation of his name. He was not an inventor. He was a federal criminal investigator. The 0 stands.

DTIC reports. Zero. DOE OIG Special Agents do not author Defense Technical Information Center documents. The Jamie Childress who appears at the Defense Systems Information Analysis Center is a different person. The 0 stands.

SAM.gov contractor records. Zero. He was a federal employee, never a contractor. The 0 stands.

Classified affiliation. One. The Q clearance is corroborated by five independent sources. The Savannah River ASAC posting. The 2011 CIGIE awards primary document. The two Secretary of Energy commendations declared in print by his family. The live LinkedIn profile. The ZoomInfo career record. Five sources converge on the same fact. The criterion clears.

Qualifying institutional node. One. Savannah River Site is the National Nuclear Security Administration’s principal Southeast complex. It produces all U.S. tritium for thermonuclear weapons. It will downblend the near-term HALEU supply that fuels DRACO. It is a qualifying node by any reading of the criterion.

Connective tissue to existing roster members. Zero. The Mondaloy chain at AFRL, the JPL corridor, the Wright-Patterson cluster, and the LANL corridor do not show a documented DOE OIG investigative thread crossing into Childress’s portfolio. The closest structural overlap is the HALEU supply line into DRACO, which postdates him. We do not score what we cannot document.

Two of six.

Matthew Sullivan cleared at five of six and joined the roster as the thirteenth name. Michael David Hicks cleared at zero of six and was publicly rejected. Childress at two clears the bar.

What it gets you is a Q-cleared federal Special Agent at America’s tritium production site, on the record about UAP investigation authority one hundred and seventeen days before he died. His family obituary named UAP in print. The coroner’s office issued no public statement.

That is the record.
